City ordinances shall be submitted in writing at a meeting of the City Council and passed at a subsequent meeting. No ordinance shall be finally passed except by the vote of the majority of the members of the City Council present at the meeting, provided that at least three affirmative votes shall be required for such purpose.
No ordinance shall be considered for final adoption until it has been advertised as required by law. The City Clerk shall be responsible for arranging the advertising of proposed ordinances.
No ordinance shall take effect less than 20 days after its final passage by City Council unless the City Council shall adopt a resolution declaring an emergency and at least 2/3 of all the members of City Council vote in favor of such resolution.
