Artists actually personally engaged in the preparation of sketches, portraits, caricatures or other drawings in public places within the City shall pay a mercantile license fee as set forth in § 310-16, subject to the following conditions:
A.
No more than one such license shall be issued to any one individual, partnership, corporation or firm.
B.
No more than three such licenses shall be issued in any one year.
C.
The location to be used by the licensee must be approved in advance by the City Manager, and no such location shall be changed without the prior written consent of the City Manager.
D.
No license shall be permitted on the mall.
E.
No more than two licenses shall be permitted on the boardwalk or any pier, pavilion or portion thereof.
