If the application is classified as a minor subdivision, the subdivider shall submit to the Secretary of the Board, at least 30 days prior to the regular meeting of the Planning Board, 16 sets of a minor subdivision plat. At the same time an explanatory letter shall be submitted setting forth the details of the proposed subdivision and clarifying any unusual features, requests or details involved. The Secretary of the Board shall notify the Chairman of the Subdivision Committee (and its members) of the minor subdivision documents on file for their review and approval. Three sets shall be sent to the County Planning Board by the Secretary. The Director of the County Planning Board will indicate his approval or disapproval of the application, retain one set for his file, and return two sets to the Secretary of the Board. The Secretary of the Board will forward the two sets to the Subdivision Committee as certification of the county approval or disapproval.
A.
If classified and approved as a minor subdivision by the action of the Subdivision Committee and the approval of the Director of the County Planning Board has been secured, a notation to that effect will be made on the plats and they will be returned to the Secretary of the Board. The full Board shall be notified of the action of the Subdivision Committee, and it shall be noted by the full Planning Board in its records. The Secretary of the Board shall then forward one copy to the owner or subdivider indicating classification as a minor subdivision and approval.

If the plat is approved by the Subdivision Committee, but the approval of the Director of the County Planning Board is not secured, the owner or subdivider shall be so notified in writing by the Secretary of the Board and required to take the appropriate steps to secure the approval of the Director of the County Planning Board before the subdivision shall be deemed approved by the City Planning Board.
C.
If classified as a minor subdivision and not approved by the Subdivision Committee, the plats and the explanatory letter shall be returned to the Secretary of the Board with a written explanation of the reasons for disapproval. The Secretary of the Board shall then return the plats and letters to the owner or subdivider together with the reasons for disapproval. This procedure shall be followed where the minor subdivision has not been approved by the Subdivision Committee regardless of whether or not approval has been secured from the Director of the County Planning Board.
D.
When approved, the subdivision plat shall be signed by the Chairman and Secretary of the Planning Board, Board Engineer, and the Director of the County Planning Board. A copy of the approved and signed finalized plat shall then be forwarded to the owner or subdivider. No further Planning Board approval shall be required, and the Secretary of the Board shall distribute the copies of the finalized plat as hereinafter described. No public notice or public hearing are required for a minor subdivision pursuant to N.J.S.A. 40:55D-47.
The granting of minor subdivision approval shall guarantee that the zoning requirements and general terms and conditions, whether conditional or otherwise, upon which minor subdivision approval was granted, shall not be changed for a period of two years after the date of minor subdivision approval; provided that the approved minor subdivision shall have been duly recorded as provided herein. Applicants shall be responsible for necessary approvals prior to development as may be required by other City codes and ordinances.
