No person shall keep or maintain for hire or profit, directly or indirectly, automatic amusement games, commonly known as "pinball," "bagatelle," "baseball," "video games" or similar devices, in any public or quasi-public place or in any building, store or other place where the public is invited or may enter without first procuring a license for each of such machines as hereinafter provided.
The proprietor of the premises where a machine such as described in the preceding section is to be installed shall, before installation of any machine, make application, in writing, to the Village Clerk for a license for each of such machines to be so installed in the premises. Such application shall state:
A. 
The name and residence address of the proprietor and the business location.
B. 
The number and type of machines to be kept.
C. 
The name and address of the person owning such machine.
D. 
The serial number and description of the machine to be licensed.

The application under § 103-2 shall be accompanied by a license fee as set forth in Chapter 145, Fees, for each machine to be licensed. Licenses shall expire December 31 of each year and shall be renewed annually, on or before the 31st day of December, by the filing with the Village Clerk of an application for renewal containing the statements required above, accompanied by the license fees for each renewal.
The license issued under this article for each machine shall contain the serial number and description of the machine, and such license shall be plainly displayed in the premises where the machine is kept.
No device regulated by this article shall be placed or permitted to be used within 300 feet of any school.
No license shall permit any of the devices regulated under this article to be used by any person under the age of 16 years.
No licensee shall offer any prize or other reward to any person playing any of such devices, nor shall any licensee permit such machines to be used for gambling purposes.
