For the purposes of this chapter, the following words and phrases shall have the meanings respectively ascribed to them by this section:
CATTLE
Includes the following animals and their respective young: cows, horses, mules, asses, sheep, goats, swine and other hoofed animals.
CLEANING
The thorough removal of contaminating material.
DISINFECTION
The application of any disinfected materials to infected materials in sufficient concentration and for a sufficient length of time to destroy pathogenic organisms.
DWELLING
Any building or portion thereof which is occupied or intended to be occupied as a residence or sleeping place of one or more individuals, families or households.
HEALTH OFFICER
The Village Health Officer or his designated assistants.
KENNEL
Any establishment or premises wherein or whereon the business of boarding or selling dogs, cats or other animals or the breeding of dogs, cats or other animals or the keeping of five or more dogs, cats or other animals is conducted, except a pet shop.

NUISANCE
Any condition which is harmful to human life or health or that which renders air, water, soil or any type of food hazardous or injurious to human life or health.
PERMIT or LICENSE
A duly authorized permit or license of the Division of Health, issued in accordance with this chapter or the regulations of the Village.
POTENTIALLY DANGEROUS DOG
Any dog declared potentially dangerous by a municipal court pursuant to state law N.J.S.A. 4:19-30.

POULTRY
Includes chickens, ducks, geese, turkeys, guinea fowl, pigeons, pheasants and all other fowl or winged animals kept, raised or sold for human consumption or for production of eggs.
REGULATIONS
Any regulations, whether general or special, which the Division of Health may from time to time lawfully adopt and issue.
RUNNING AT LARGE
Off the premises of the person owning or having the care, custody or control of an animal or on the premises of another without his consent or on public property, unless in a vehicle or restrained by an adequate collar and leash or unless accompanied by a responsible person able to control the animal.

SANITARIAN
Includes every officer appointed by the Village Manager to aid in the enforcement of the rules, regulations and ordinances of the Council, excepting the Health Officer, Secretary, Registrar or other persons performing principally clerical duties in the office of the Division of Health.
SMALL ANIMALS
Includes rabbits, mink, guinea pigs, rodents and any other small animals kept or raised for commercial purposes or kept and raised for sale or for the production of meat, fur or wool or kept and raised for exhibition or other purposes or as a source of supply for laboratories, provided that the term "small animals" shall not apply if the animals total in the aggregate fewer than two in number.
STATE BOARD and STATE DEPARTMENT
The New Jersey Public Health Council or State Department of Health or any successor agency thereto.
No person shall slaughter or engage in the business of slaughtering any live animals.
