Along all streets, roads, avenues and lanes where sewers are now constructed or may hereafter be constructed for the purpose of carrying off sewage, the owners of property bordering upon such street, road, avenue, lane or sections thereof, in which are or may hereafter be constructed such sewers, or situated within 200 feet of any street wherein there is a sewer shall connect the plumbing and drainage system with such sewers in accordance with the rules and regulations of the Division of Health within 30 days from the date of service of a notice from such Division or its proper officials so to do. Responsibility for installation, operation, maintenance and repair of said sever connection shall be and remain an obligation of the owners of such property. All installations, maintenance or repairs shall be carried out in accord with the regulations developed by the Division of Water Pollution Control and the Division of Health, as applicable, and as approved by the Village Manager.
No person shall make any connection with any public or private sewer, cesspool or septic tank, except a duly licensed plumber.
A. 
It shall be unlawful for any person not an agent or an employee of the Division of Health to uncover or cause to be uncovered or made or caused to be made any connection with any public or private sewer, cesspool or septic tank for any purpose whatsoever, except under the supervision of the Inspector and without having first obtained a permit from the Division of Health.
B. 
No person shall make or cause to be made any connection with any stormwater drain of the Village or with any brook or watercourse within the limits of the Village for the purpose of the removal of the sewage from any premises.

Anything in this chapter to the contrary notwithstanding, no individual or corporation shall be required to obtain a permit or license in order to engage in the occupation of laying or installing pipe or conduit of any nature outside of buildings and inside property lines.
