Wherever a private sewer is constructed for the use of one or several buildings, it must conform to the following conditions:
A. 
Its diameter must not be greater than the main sewer with which it connects.
B. 
It must not be carried through any building.
C. 
It must not be laid along any sidewalk, and when laid under the roadway, it must not occupy the probable line of any future main sewer.
D. 
It must contain a separate spur for each building.
E. 
It must be laid to the satisfaction of the Division of Health or its duly authorized agent, in accordance with Village ordinances governing construction of private sewers and, upon completion, must be exposed for its entire length for examination and approval by the Division.
A. 
On the outside of buildings where the soil is not of sufficient solidity for a proper foundation, cylindrical extra-heavy-weight cast-iron pipe of the best quality must be used. It must be laid on a smooth bottom with a special groove cut in the bottom of trench for each hub (in order to give the pipe a solid bearing its entire length) and the soil well rammed on each side of the pipe. Such pipes must be laid with the joints properly caulked with lead. The spigot end and hub ends shall be concentric.
B. 
Where vitrified pipe is used, it must conform in all respects to the requirements of the plumbing code.
C. 
In the laying of all sewer pipes, a straight edge shall be used and the different sections shall be laid in perfect line on the bottom and sides, but in no case shall terra-cotta pipes be permitted within three feet of any foundation wall.
D. 
When tile pipe is used, it shall be connected with the soil or waste pipe only where provided with a flange to admit of the proper connection being made. The connection between iron and tile pipes shall be made as provided in the plumbing code.
It shall be unlawful to lay any sewer in any street or highway of the Village or on any private property to be connected with the sewer system of the Village without first filing plans and specifications for the laying of such sewer with the Village Engineer and obtaining from him the approval of such plans and specifications and a permit, in writing, for the doing of such work.

The application for a permit shall be accompanied by a fee as set forth in Chapter 145, Fees. Upon the issuance of a permit, an inspector shall be appointed by the Village Engineer, and the cost of inspection and supervision of such work shall be paid by the person obtaining such permit to the collector of the Village on demand.
It shall be unlawful to connect any sewer laid in any public street or in any private property in the Village for which a permit was not obtained or which was not laid under plans approved by the Village Engineer or which was laid without being inspected and supervised by the Village Engineer.
