Whenever any words and phrases are used in this chapter,
the meanings respectively ascribed to them in Subtitle 1 of Title
39 of the New Jersey Statutes Annotated shall be deemed to apply to
such words and phrases used herein.

Additionally, as used herein, the following terms
shall have the meanings indicated:
A container with a cover used for storing refuse, garbage,
rubbish, recyclable materials, trash, waste, and any other materials
designated for disposal by a commercial entity. "Dumpster," for the
purpose of this chapter, shall also mean any container used to hold
waste oil or grease for subsequent recycling. All dumpsters shall
be in accordance with the Village Code governing such.

Parking spots designated for use by either CBD employee parking
permit holders, shoppers, or as diner patron parking spots on a first
come, first served basis throughout the day.

Any curbside parking space designated for patrons of businesses
in the Central Business District from which an operator of a passenger
vehicle can collect food or merchandise in a contactless manner while
remaining with the vehicle. Occupancy by a vehicle of the grab and
go parking space shall not be longer than 15 minutes.

Includes New Year's Day, Martin Luther King Jr.'s Birthday,
Washington's Birthday (Presidents' Day), Memorial Day, Independence
Day, Labor Day, Columbus Day, Veterans Day, Thanksgiving Day, and
Christmas Day.

Any parking location the privilege of parking a vehicle in
or upon which is regulated by a single parking meter.
Any Village-owned and operated parking lot area for which
the privilege of parking a passenger car thereupon is regulated by
a multispace parking meter system and corresponding pay station.

A parking meter regulating a number of parking spaces, activated
by United States of America coinage or paper currency, which is located
upon a public right-of-way, street, sidewalk, or within a parking
facility wherein upon parking of passenger cars for an established
fee is permitted.

To park, stop or stand a vehicle in or upon a metered parking
place beyond the maximum period of time allowed by the parking meter
therefor, for parking privilege, whether the fee for such additional
time shall have been deposited or not.
A coin-activated mechanical device located upon a street,
parking site or sidewalk in a designated parking meter zone to measure
the period of time during which parking will be permitted.
Such parking site or sites as hereinafter designated in or
upon which the privilege of temporarily parking a vehicle shall be
regulated as to duration and fee by a parking meter or meters.
Any lot, tract or parcel of land excluding streets, alleyways
and footpaths designated and maintained by the Village for the parking
of vehicles by the public.
Any regulated marked parking location for the parking of
a motorized vehicle by the public, for which payment is required,
be they a two-wheeled, three-wheeled or four-wheeled vehicle.

A designated area in a municipal parking lot constructed
by the Village of Ridgewood for the purposes of containing dumpsters.

To move or cause to be moved a vehicle from a metered parking
place to the same or another metered parking place for the sole purpose
of exceeding the maximum time limitation for parking privilege established
for a metered parking place.
The designated zones within the public right-of-way, in accordance § 265-72, Schedule XXII, of the Village Code, to be utilized by the valet parking operator for collection and return of vehicles to users of the valet parking service.

Chapter 20, Motor Vehicles and Traffic, and Chapter 34, Parking Meter Zones, of the 1974 Village Code, and all former traffic ordinances of the Village of Ridgewood are hereby repealed, with the exception of any ordinances relating to traffic or parking adopted subsequent to July 11, 1995, which are hereby expressly saved from repeal. This repeal shall not affect or prevent the prosecution or punishment of any person for any act done or committed in violation of any ordinance hereby repealed prior to the taking effect of this chapter.

The Village Manager is hereby authorized and empowered,
from time to time, to adopt and promulgate reasonable regulations
for the closing of any public street or portion or portions thereof
in the Village of Ridgewood to motor vehicle traffic on any day or
days or during specified hours on any day or days whenever he finds
such closing to be necessary for the preservation of the public safety,
health or welfare.

Any regulation adopted pursuant to Subsection A above shall be kept on file in the office of the Village Clerk and available for public inspection during all hours when said office is open for public business; provided, however, that no such regulation shall take effect prior to approval thereof by the Commissioner of the New Jersey State Department of Transportation.
