In the interests of public safety and to conserve the general welfare of the public, no person, firm, corporation or partnership or other association, either as owner, lessee, licensee or otherwise, shall, without the consent or permission of the Common Council of the City of Kingston so to do, post or cause or permit to be posted on any building not including an ordinary billboard, located within 50 feet of any adjoining building or structure in said city, any bill, billposter, poster, posting sheet or other material of an flammable nature or character.
The violation of any of the provisions of this article is hereby declared to be a misdemeanor and shall be punishable by a fine not exceeding $50 or imprisonment not exceeding six months, or by both fine and imprisonment.
This article shall be published at least twice in each of the official papers of the City of Kingston.
