The Mayor of the City of Kingston is hereby authorized to negotiate an agreement pursuant to § 115 of the Agriculture and Markets Law with an incorporated society for the prevention of cruelty to animals, for the seizure and impounding of all unlicensed or untagged dogs and for such other services as he may deem necessary.

A. 
All redemption fees charged by the City of Kingston shall be equal to the American Society for the Prevention of Cruelty to Animals (S.P.C.A.) pickup fee charged to the city. This applies to all redemption fees charged by the city, whether it is a first pickup, second, third, etc.
B. 
All future redemption fees charged by the City of Kingston shall be equal to all future pickup fees charged the city by the S.P.C.A.
This article shall take effect March 1, 1957.
