No person, partnership or corporation shall
establish or maintain or permit to exist in the Borough of Churchill
any storage yard or other place used for the storage of goods, materials,
machinery, equipment, things or vehicles (whether operable or inoperable)
in the residential districts of the borough.
As used herein, the term "storage" means the
placing of goods, materials, machinery, equipment, things or vehicles
within a specific area, without movement outside that area for 48
hours or more. As applies to vehicles, this section shall mean without
movement for one week or more. Movement outside the area shall occur
when the vehicle has been used on the public streets and then returned
to the property in question. Further, all vehicles must have a current
state inspection sticker and a current registration.
No portion of the front yard ordained in Chapter
304, Zoning, shall be used for the storage or installation of goods, materials, machinery, equipment, things or vehicles (except when vehicles are parked in a defined driveway connected directly to a garage or residence). In addition, no freestanding aboveground containers or cans for trash and/or garbage may be stored in the front yard between periodic pickup dates.
No portion of a residential side or rear yard which faces upon a public street of the Borough of Churchill or upon another residential property shall be used for the storage of goods, materials, machinery, equipment, things or vehicles (except when such area is part of a defined driveway connected directly to a garage or residence). Excepted and exempted from this restriction is a reasonable, single-season supply of firewood which must be neatly stacked and appropriately located. Other items normally accessory to a residential dwelling, such as, but not limited to trash cans, gardening devices or shelters and tool/garden storage buildings shall be permitted so long as they meet the requirements of Chapter
304, Zoning, if applicable, or are screened by opaque fencing, wall or evergreen planting to shield them from the adjoining residential properties.

Any person, partnership or corporation who or
which shall violate the provisions of this chapter shall, upon conviction
thereof in a summary proceeding, be sentenced to pay a fine of not
more than $1,000. In default of payment of the fine and costs, such
person, the members of such partnership or the officers of such corporation
shall be liable to imprisonment for not more than 30 days. Each day
that a violation is continued shall constitute a separate offense.
In the event that any land is or is proposed
to be used in violation of this chapter, the Council of the Borough
of Churchill may, in addition to other remedies, institute in the
name of said Borough any appropriate action or proceeding to prevent,
restrain, correct or abate such illegal storage, or to prevent, in
or about such premises, any act, conduct, business or use constituting
a violation.

A certain document, three copies of which are on file in the
office of the Borough Manager of the Borough of Churchill, being marked
and designated as the "International Property Maintenance Code, 2018
edition," as published by the International Code Council (and as it
may thereafter be subsequently amended or revised from time to time
and including later-issued editions thereof), is hereby adopted as
the Property Maintenance Code of the Borough of Churchill for regulating
and governing the conditions and maintenance of all property, buildings,
and structures; by providing the standards for supplied utilities
and facilities and other physical things and conditions essential
to ensure that structures are safe, sanitary and fit for occupation
and use; and the condemnation of buildings and structures unfit for
human occupancy and use, and the demolition of such existing structures
as herein provided; providing for the issuance of permits and collection
of fees therefor; and each and all of the regulations, provisions,
penalties, conditions and terms of said Property Maintenance Code
on file in the office of the Borough Manager are hereby referred to,
adopted and made a part hereof, as if fully set out in this section.
The following sections of the Property Maintenance Code are
hereby revised:
A. Section 101.1, insert: "Borough of Churchill."
B. Section 103.5, insert: "See Borough of Churchill Fee Schedule."
C. Section 112.4, insert: "$600 and $1,000," respectively.
D. Section 302.4, insert: "six inches."
E. Section 304.14, insert: "May 1 to October 15."
F. Section 602.3, insert: "October 1 to May 1."
G. Section 602.4, insert: "October 1 to May 1."
