In accordance with the powers granted to the
Council under the state enabling statute applicable to the form of
government for Latrobe at the time of enactment of this chapter, Latrobe
does hereby create the office of Independent Auditor, who shall be
appointed by the Latrobe Council annually by resolution before the
close of each fiscal year. The Independent Auditor appointed shall
be a certified public accountant registered in the Commonwealth of
Pennsylvania and shall make an independent examination of all the
records of Latrobe for each fiscal year and shall perform the other
duties and exercise the powers as conferred upon the office of Independent
Auditor as set forth in the state enabling statute applicable to the
form of government for Latrobe at the time of enactment of this chapter,
the amendments and supplements thereto.

With the passage of this chapter, the office
of elected Auditor be and the same is hereby abolished. The presently
elected Auditors shall continue to hold office for each respective
term for which they have been elected but shall not audit, settle
or adjust accounts audited by the Independent Auditor. The elected
Auditors shall perform other duties of their office until their terms
expire, if any, or shall perform the other functions which the Council
may from time to time direct, and for the performance of such duties
the Auditor shall be paid at the maximum daily rate as provided in
the state enabling statute applicable to the form of government for
Latrobe at the time of enactment of this chapter for the compensation
of Auditors.
The Independent Auditor shall be paid at such
rate as the Latrobe Council may from time to time establish in the
resolution appointing the Independent Auditor.
