Latrobe takes cognizance of the fact that Act 31 of 1971, effective July 9, 1971,[1] permits political subdivisions to purchase materials, supplies and equipment from purchase contracts entered into by the Pennsylvania Department of General Services.

Latrobe does hereby request the Commonwealth of Pennsylvania, Department of General Services, that Latrobe be authorized to participate in purchase contracts of the Department; and further, that Latrobe does hereby agree that it will be bound by such terms and conditions as the Department may prescribe; and further, that Latrobe will be responsible for payment directly to the vendor under each purchase contract.
