No building, structure or part thereof shall
hereafter be created, moved, removed, constructed, assembled or installed,
structurally altered, extended, enlarged or reconstructed, when the
cost exceeds $100, including the value of labor, until a building
permit is issued by the Building Official, nor shall any such building
or part thereof so created or changed be used or occupied until a
certificate of occupancy therefor has been issued by the Building
Official. This section shall not apply to normal maintenance work.
Upon completion of the project for which a building
permit is issued, on application of the owner or his representative,
a certificate of occupancy may be issued by the Building Official
certifying that such building or structure conforms to the applicable
ordinances, regulations and statutes.
Any permit or certificate legally issued prior
to the effective date of this article shall be valid and in effect
until normal expiration.

Any person who shall violate a provision of
the State Building Code or shall fail to comply with any requirements
thereof or who shall erect, construct, alter or repair a building
or structure in violation of an approved plan or directive
of the Building Official, or of a permit or certificate issued under
the provisions of the State Building Code, shall be subject to a penalty
as prescribed in § 29-254a of the Connecticut General Statutes.
Each day that a violation continues shall be deemed a separate offense.
Any person who shall continue to work in or
about the building after having been served with a stop order, except
such work as he/she is directed to perform to remove a violation or
unsafe conditions, shall be liable to a fine of not less than $25
nor more than $100.
