The speed limit for both directions of traffic along the streets or part of streets listed below is hereby established as follows:

From the southerly side of Watchung Avenue southerly to the Borough line

The speed limit shall be 35 miles per hour in both directions of Watchung Avenue (County Road 646) from the westerly Chatham Borough Line to the easterly Chatham Borough Line (Passaic River), except for 20 miles per hour when passing through the Washington Avenue School Zone, from 50 feet east of Washington Avenue to 100 feet west of Washington Avenue, during recess or while children are going to or leaving school during opening, lunchtime or closing hours.
Regulatory and warning signs shall be erected and maintained to effect the above-designated speed limits as authorized by the Department of Transportation.
The speed limits established by this article shall take effect immediately upon approval by the Department of Transportation.
