It is declared policy of the Township of Hampton that subsequent to the passage of this chapter, a criminal history record and driver's license record check, including the fingerprinting of applicants, shall be required for:
A. 
All new full-time employees by the township.
B. 
All current employees who are required to operate township-owned vehicles.
C. 
All present and future members of the Township Fire Department.
D. 
Every person and/or every member of any entity listed on applications for alcoholic beverage licenses of any class.
All requested criminal history records and driver's license checks shall be subject to the state's required user fee unless waived by the Superintendent of the New Jersey State Police.
All information secured as a result of the criminal history and driver's license record checks shall be confidential and shall be released only to appropriate officials of the Township of Hampton and/or the Hampton Township Volunteer Fire Department who may be involved in reviewing and acting on applications.
A. 
All affected applicants shall complete an appropriate request for criminal history record information, including a security check authorization and an authorization to check the applicant's driver's license status.
B. 
The security check authorization shall indicate that any criminal history and driver's license record information shall be released to the Sussex County Prosecutor's Office.
C. 
A completed request form shall be forwarded by the Township Administrator to the New Jersey State Police, State Bureau of Identification. The Sussex County Prosecutor's Office is authorized to receive criminal history and driver license status reports from the Division of State Police. The Sussex County Prosecutor's Office shall advise the Township Administrator and/or Hampton Township Fire Department Membership Committee Chairman of the results of the investigation for use in considering the qualifications of the applicant.
