A.
Traffic infractions. Every person convicted of a traffic infraction for a violation of any provision of this chapter which is not a violation of any provision of the Vehicle and Traffic Law of the State of New York shall, for a first conviction thereof, be punished by a fine of not more than $100 or by imprisonment for not more than 10 days, or by both such fine and imprisonment; for a second such conviction within 18 months thereafter, such person shall be punished by a fine of not more than $200 or by imprisonment for not more than 10 days, or by both such fine and imprisonment; upon a third or subsequent conviction within 18 months after the first conviction, such person shall be punished by a fine of not more than $300 or by imprisonment for not more than 10 days, or by both such fine and imprisonment.
B.
Parking fines and penalties.
(1)
Fire exits, fire lanes and fire hydrants; enforcement.

(a)
Fire exits, fire lanes and fire hydrants. Any person who violates parking regulations of the Town pertaining to fire exits, fire lanes and fire hydrants shall be liable for a fine of not less than $50.
(b)
Fire inspectors so designated by the DeWitt Fire District, the Jamesville Fire District, and the East Syracuse Fire Department serving the East Syracuse Fire Protection District, are hereby authorized to enforce the provisions of § 181-32B(1), by issuing tickets in a manner set forth by the Department of Development and Operations, upon the approval of the Town Attorney. The designated inspectors must be approved by the DeWitt Town Board and shall serve at the pleasure of the Town Board and shall follow any procedures of the Town of DeWitt. The fire inspectors' enforcement rights may be withdrawn upon notice to the DeWitt Town Clerk at any time.
(2)
Handicapped parking. Any person who violates parking regulations of the Town pertaining to handicapped parking shall be liable for a fine of not less than $50 nor more than $75 for the first offense and $75 to $150 for the second offense within the Town of DeWitt.
(3)
All other parking fines shall be $20.
(4)
Late fees. Parking fines shall be subject to increase by $10 upon failure to pay no later than the return date listed on the summons; shall be subject to an additional $10 upon failure to pay no later than 30 days after the return date of the summons; and shall be subject to increase by another $10 upon failure to pay within 60 days after the return date of the summons.
