GENERAL REFERENCES

It shall be unlawful to commence any new plumbing work or repair any old plumbing work or otherwise conduct any business as a master or employing plumber within the Town except in conformity with this chapter.
A. 
Before commencing any new plumbing work or the repair of any old plumbing work, a plumber licensed by Westchester County shall apply to the Building Inspector for a permit to do said work. No permit shall be issued to any person, firm or corporation other than a plumber licensed by Westchester County.
B. 
Applications for permits shall be made on forms supplied by the Building Inspector.
C. 
No permit to perform any work shall be issued until the applicant provides satisfactory proof of a valid Westchester County Plumber's license.
D. 
Plumbing work requiring permits shall include but not be limited to the following:
(1) 
All of the sanitary, storm and combination drainage waste and vent systems from the initial connection at the trunk line to the terminal points at the roof, including all fixtures, drains, appurtenances and other accessories attached to the same, excluding conventional roof gutters, leaders and downspouts installed predominantly in one- and two-family pitched-roof constructions.
(2) 
Water service pipelines, including domestic, fire, sprinkler and any combination thereof, from the tap with the main source to the building wall, including all fire hydrants, control valves, check valves and other connections made to the same.
(3) 
All fire standpipe, fire sprinkler, combination fire and sprinkler and domestic water piping systems contained within all dwellings and buildings, including all control devices, apparatus, appurtenances and connections made to and governing the same.
(4) 
All fuel gas piping systems, including natural, propane, butane and any other gas used for heating and cooking purposes, from the point of connection with the local supplier's piping system and/or storage tanks to all termination points contained in the customer's piping system.
(5) 
All installations powered by solar energy.
(6) 
All in-ground lawn sprinkler and irrigation systems.
E. 
No permit or license shall be required for the repair of plumbing fixtures.
F. 
The fees for a permit shall be set by the Building Inspector, subject to the approval of the Town Board.
A. 
Before commencing any new installation or repair and maintenance of fire protection sprinkler systems, a fire sprinkler contractor shall apply to the Building Inspector for a permit. Fire sprinklers shall be designed by a New York State licensed engineer or a New York State licensed design professional with automatic backflow prevention valves or other automatic backflow prevention devices in accordance with Westchester County and Consolidated Water District regulations.
B. 
Application for permits shall be made to the Building Department on forms supplied by the Building Inspector. Applications for fire sprinklers permits shall include two sets of sprinkler drawings, two sets of sprinkler calculations, one set of sprinkler head cut sheets and plans for engineer-designed backflow devices.
C. 
The fees for a permit shall be set by the Building Inspector, subject to the approval of the Town Board.
A. 
Inspections shall be made during the installation of all plumbing and sprinkler work to assure compliance with this chapter.
B. 
No work in connection with plumbing and/or sprinkler work shall be covered or concealed until it has been inspected as prescribed in this section and permission to do so has been given by the Building Inspector or his/her designee.
C. 
The Building Inspector, Plumbing Inspector or his/her designee shall, within a reasonable time after notice of the completion of any plumbing and/or sprinkler work which shall come under the provisions of this chapter, make an inspection of such work and perform such tests as may be necessary to determine that it conforms with this chapter.
D. 
The Building Inspector, Plumbing Inspector or his/her designee shall make a reinspection of any plumbing and/or sprinkler work whenever deemed necessary in the interest of public safety.
E. 
If any plumbing and/or sprinkler work upon reinspection is found to be defective or unsafe, the Building Inspector or his/her designee shall revoke all certificates in effect at that time relating to such installation, and the use of such installation shall be discontinued until it has been made to conform to this chapter and a new certificate has been issued by the Building Inspector.
F. 
Inspection and reinspection fees shall be set by the Building Inspector subject to the approval of the Town Board.
A. 
This chapter shall be enforceable by the Building Inspector, Fire Marshal or the Plumbing Inspector and/or his or her assistants. Each shall have the authority to issue violation notices, summonses and stop-work orders as necessary.
B. 
It shall be unlawful for any Westchester County licensed plumber to allow his license to be used in connection with work not actually done by him or his employees.
C. 
The provisions of this chapter shall not apply to employees of public service corporations while engaged in the work of such corporation.
A. 
Any violation of the provisions of this chapter shall, upon conviction, be punished by a fine of not less than $500 nor more than $1,000 and/or imprisonment not to exceed three months. Each day the violation continues shall constitute a separate offense.
B. 
A second and subsequent violation for the same offense shall be a misdemeanor and punishable by a fine of not less than $750 nor more than $2,500 and/or imprisonment not to exceed six months. Each day the violation continues shall constitute a separate offense.
