A. 
The words and phrases used in this chapter shall, for the purposes of this chapter, have the meanings respectively ascribed to them by Article 1 of the Vehicle and Traffic Law of the State of New York.
B. 
The following words and phrases, which are not defined by Article 1 of the Vehicle and Traffic Law of the State of New York, shall have the meanings respectively ascribed to them in this section for the purposes of this chapter:
BICYCLE
Any vehicle with two wheels in tandem, a steering handle, seat and pedals. This definition includes a bicycle equipped with temporary training wheels.

COMPACT CAR
A car having between 100 cubic feet to 109 cubic feet of combined passenger and cargo volume and must be between 161 inches and 187 inches long.

CURBLINE
The prolongation of the lateral line of a curb or, in the absence of a curb, the lateral boundary line of the roadway.
DISTRICT
The area of the Hartsdale Public Parking District as shown on the map heretofore duly filed with the Town Clerk of the Town of Greenburgh.
HELMET
Any protective equipment designed or intended to be worn on the head which complies with the standards of the American National Standards Institute (ANSI Z 90.4 bicycle helmet standards) or the Snell Memorial Foundation's standards for protective headgear for use in bicycling. For purposes of this chapter, the term "wearing a helmet" shall mean having a helmet of good fit fastened securely to the head by the use of helmet straps.

HOLIDAYS
New Year's Day, Martin Luther King's Birthday, President's Day, Memorial Day, Independence Day, Labor Day, Columbus Day, Veterans Day, Thanksgiving Day and Christmas Day commencing 12 hours prior thereto.

OFFICIAL TIME STANDARD
Whenever certain hours are named herein or on traffic control devices, they shall mean the time standard which is in current use in this state.
OFF-STREET PARKING METER ZONES
Such public parking areas in the district situated off the public highways in the district where parking meters are installed, operated and maintained by the Board of Commissioners of the district.
ON-STREET PARKING METER ZONE
Such public highways or parts of public highways in the district where parking meters are installed, operated and maintained by the Board of Commissioners of the district.
OVERSIZED VEHICLE
Every vehicle having an overall length of more than 21 feet or an overall width of more than eight feet or an overall height (exclusive of aerials or similar accessories) of eight feet. All such dimensions are inclusive of loads and attachments.

PARKING BETWEEN LINES
The lines officially marked on the pavement of a public highway or public parking area. No vehicle shall be parked except between said lines, and in such a manner that no part of said vehicle shall touch, straddle or overhang any such line.
SCHOOL DAY
Any day, including a partial day, that children are in attendance at school for instruction purposes. The phrase "school day" shall have the same meaning for all children in school. (Title 34 of the Code of Federal Regulations, Subtitle B, Chapter III, Part 300.11) (Authority: U.S.C. § 122e-3)

SCOFFLAW
The registered owner of a vehicle against which three or more parking summonses have been issued, at least two of which have been issued on separate dates, and a minimum of three of which remain unanswered for a period of 45 days of the appearance date or dates shown on such summonses.

UNINCORPORATED AREA
That area of the Town of Greenburgh not including the autonomous villages therein.
UNLAWFUL SPEED CONTEST
The operation of two or more vehicles from a point side by side at accelerating speeds in a competitive attempt to outdistance each other, or the operation of one or more vehicles over a common selected course from the same point to the same point wherein timing is made of the participating vehicles involving competitive accelerations or speeds. The operation of two or more vehicles side by side, either at speeds in excess of permitted speeds on any public street, highway or place within the Town or rapidly accelerating from a common starting point to a speed in excess of such permitted speeds, shall be prima facie evidence of an unlawful speed contest.

Unless otherwise stated, the Town of Greenburgh Department of Public Works shall install and maintain traffic control devices when and as required under the provisions of this chapter, to make effective the provisions of this chapter, and may install and maintain such additional traffic control devices as are deemed necessary to regulate, warn or guide traffic under the Vehicle and Traffic Law of the State of New York, subject to the provisions of §§ 1682 and 1684 of that law.
A. 
For the purpose of maintaining an accurate record of all regulations adopted under the provisions of this chapter, there is hereby established a system of schedules, appearing as Article X of this chapter, in which shall be entered all regulations after adoption. Such schedules shall be deemed a part of the section to which they refer. All regulations shall be adopted with reference to the appropriate schedule as indicated in the various sections of this chapter. Schedule entries may be adopted by resolution of the Town Board.
B. 
Regulations shall be adopted by the Town Board in accordance with provisions of the Town Law and the Vehicle and Traffic Law, or by an officer or agency authorized by the Town Board to adopt regulations pursuant to § 1603 of the Vehicle and Traffic Law.
