The Board of Trustees of the Village of Penn Yan may, from time to time, on its own motion, amend this chapter by local law pursuant to the requisite provisions of Article 7 of the Village Law of the State of New York and the Municipal Home Rule Law (MHRL) of the State of New York, with the procedural provisions of the MHRL controlling.
