There shall be two alternate Planning Board members who shall be appointed by resolution of the Town Board for terms established by the Town Board. Alternate Planning Board members shall substitute for Planning Board members or members in the event any such member is or members are unable to participate in a matter or application before the Planning Board because of a conflict of interest. The Chairperson of the Planning Board is authorized to designate an alternate Planning Board member for a member who is unable to participate in an application or matter before the Planning Board because of a conflict of interest. When so designated, an alternate Planning Board member shall possess all of the powers and responsibilities of a member of the Planning Board.
