The following documents shall be submitted to
the Director of Planning prior to the submission of any application
for subdivision:
A. A plan on a topographic map which shall show the proposed layout of streets, lots, marshland, watercourses, ponds, beaches, groves of trees and/or single trees with diameters in excess of eight inches, regulated buffer zones as defined by §
270-4 of Chapter
270 on all existing and proposed lot lines, and within those buffers all trees with a diameter at breast height of six inches or more and a minimum height of 25 feet.

B. General subdivision information which shall describe
or outline the existing conditions of the site and the proposed development
as necessary to supplement the required drawings. This information
shall include data on existing covenants, land characteristics and
available community facilities and utilities; and information describing
subdivision proposals such as number of residential lots, typical
lot width and depth, building types and sizes, price range, business
or industry areas, playgrounds, parks and other public areas, protective
covenants, utilities and street improvements.
C. All documents required to be submitted to the Director of Planning in this §
195-25 shall be submitted in electronic media format (PDF or TIF). The electronically filed documents shall be accompanied by at least one paper set of such documents bearing an original signature and seal of the architect or engineer, if so required by state law. The Director of Planning or the Planning Board may, in their discretion, require the submission of more than one paper set of such documents.

The following documents shall be submitted for
conditional approval:
A. A preliminary layout, legibly drawn in ink or pencil
on tracing paper or cloth in sheets not exceeding 30 inches by 40
inches, at a scale not smaller than 100 feet to the inch, and showing:
(1) Proposed subdivision name, acreage, date, North point,
scale, name and address of owner, subdivider and engineer or surveyor,
Town assessment section, parcel, block and lot number or numbers of
the tract being subdivided and the name of the Town and county in
which the subdivision is located.
(2) Names of owners and property lines of abutting property,
and the names of abutting subdivisions.
(3) Boundaries of the property, easements, building lines, buildings, watercourses, ponds, marshes, rock outcroppings, wooded areas, groves of trees, single trees with a diameter of eight inches or more, regulated buffer zones as defined by §
270-4 of the Code of the Town of Yorktown on all existing and proposed lot lines, and within those buffers all trees with a diameter at breast height of six inches or more and a minimum height of 25 feet, and other significant existing features on or adjacent to the property to be subdivided.

(4) Width and location of any streets existing or shown
on the Official Map and Comprehensive Plan within or adjacent to the
property to be subdivided.
(5) Location of existing sewers, water mains, culverts,
drains and manholes on the property, with pipe sizes, grades and direction
of flow.
(6) Existing and proposed contours at intervals of five
feet or less, referring to the United States Geological Survey datum,
unless other datum is specified by the Town Engineer.
(7) Approximate location and dimensions of lots, easements
and public or community areas.
(8) Approximate location of proposed water lines, valves
and hydrants and sanitary sewer lines with profiles, indicating connections
with existing lines or alternate means of water supply or sewage disposal
and treatment as provided in §§ 1115 to 1118 of the
Public Health Law and its related administrative rules and regulations,
as well as the Westchester County Health Department Sanitary Code.
(9) Approximate location of proposed storm sewer lines,
bridges and culverts and the preliminary design of said bridges and
culverts.
(11)
Zoning districts of and adjacent to the property
to be subdivided.
(12)
Location map at a scale of one inch equals 800
feet showing major roads within and adjacent to the site.
(13)
A computer-aided drafting (CAD) disk in an AutoCAD
compatible format of the above shall also be submitted as part of
the application. The lot lines shall be shown in the North American
Datum of 1983 (NAD83) coordinate system.

B. When the application covers only a part of the applicant's
entire holding, a map of the entire tract, drawn at a scale of not
less than 200 feet to the inch, showing an outline of the platted
area with its proposed street system and the probable future street
system in the remaining portion of the tract.
C. Copies of such covenants or deed restrictions as are
intended to cover all or any part of the tract.
D. Temporary stakes along center lines of road to facilitate
field inspection.
E. Where required by the Board on the advice of the Town
Engineer, a feasibility study by the applicant's engineer as to the
adequacy of water supply and sanitary waste disposal as proposed by
the submitted plan.
F. Preliminary cross sections and profiles indicating
grades of proposed streets showing width of roadway, location and
width of sidewalks and location and size of utility lines.
G. Any additional data the Board determines is necessary
for its consideration of the preliminary plat.
H. An aerial photographic mosaic, at a scale of one inch
equals 200 feet to include the entire tract owned by the applicant,
plus the edges of the adjacent property ownerships, on which shall
be delineated the existing property lines and the proposed limits
of the tract submitted. This aerial photograph mosaic shall have added
any roads, houses or other physical or constructed features existent
since the date of the photograph. Included with the aerial photographic
mosaic shall be an acetate transparent overlay showing the roads and
lots, easements and recreation areas shown in the preliminary layout
at the same scale as the aerial mosaic.
I. All documents required to be submitted to the Director of Planning in this §
195-26 shall be submitted in electronic media format (PDF or TIF). The electronically filed documents shall be accompanied by at least one paper set of such documents bearing an original signature and seal of the architect or engineer, if so required by state law. The Director of Planning or the Planning Board may, in their discretion, require the submission of more than one paper set of such documents.

The following documents shall be submitted to
the Board for plat approval:
A. A plat, legibly drawn in ink on tracing cloth, in
sheets not exceeding 30 inches by 40 inches and at a scale not smaller
than 50 feet to the inch. When more than one sheet is required, an
additional index sheet of the same size shall be filed showing to
scale the entire subdivision with lot and block numbers. In addition,
an AutoCAD file of the as-built plan shall be submitted to the Engineering
Department. The plat shall show the:

(1) Subdivision name, date, North point, scale and name
of the Town and county in which said subdivision is located and a
key map at a scale of one inch equals 800 feet.
(2) Certification of title showing ownership, name, address
and signature of record owner.
(3) Names of owners and property lines of abutting land.
(4) Seal and license number of a land surveyor and his
certification as to the accuracy of the survey and plat.
(5) Primary control points, or description and ties to
said control points, to which all dimensions, angles, bearings and
similar data on the plat shall be referred as United States Geological
Survey (USGS), Town of Yorktown, North American Datum of 1983 (NAD83),
control points to enable the immediate determination of the location,
bearing and length of every line shown on the plat and their reproduction
upon the ground.
(6) Boundaries of the property, building or setback lines,
and proposed buildings when required by the Board; lines of streets,
lots, reservations, easements and lands to be dedicated to public
use; lengths and bearings of all straight lines; and radii, lengths,
central angles, tangent distances and radial bearings of all curves.
All lengths shall be in feet and decimals of a foot, and all angles
shall be given to the nearest 10 seconds unless otherwise specified
by the Town Engineer.
(7) Area of each lot in square feet.
(8) Location of all permanent monuments, as specified
by the Town Engineer.
(10)
Designation, purpose and area in square feet
of all land to be dedicated or reserved for public use.
(11)
Notation of dedication to the Town of all streets,
public sites or open spaces shown on the plat.
(12)
Tax lot designations as determined by the Assessor's
office.
B. Deeds of cession of streets, right-of-way easements
and any land for public use and offer of dedication in recordable
form and title certification of same; and copies of agreements, covenants
or other documents showing the manner in which areas to be reserved
for the common use of the residents of the subdivision are to be maintained,
all certified as to their legal sufficiency by the Town Attorney.
C. Appropriate Health Department approval.
D. Construction detail plans (improvement plans) in accordance with Article
VI, §
195-37A and
B. Planting plans showing types and location of street trees shall be shown on the submitted improvement plan.
E. Maps as required in Article
VI, §
195-35B, of land to be reserved for public site and open spaces.
F. Utility company assurances and approval of their utility
location.
G. An integrated plot plan showing the basement elevation,
the existing and proposed topography and the existing and proposed
street grades.
H. All documents required to be submitted to the Director of Planning in this §
195-27 shall be submitted in electronic media format (PDF or TIF). The electronically filed documents shall be accompanied by at least one paper set of such documents bearing an original signature and seal of the architect or engineer, if so required by state law. The Director of Planning or the Planning Board may, in their discretion, require the submission of more than one paper set of such documents.
