The Borough of Media is hereby authorized to execute and deliver to the state agency a plan or plans and agreement required under Section 6 of said enabling Act[1] and the Federal Social Security Act to extend coverage to employees and officers of said Borough of Media and do all other necessary things to effect coverage of employees and officers under the old age and survivors insurance system.

The Secretary is hereby authorized to establish a system of payroll deduction to be matched by payments by the Borough of Media to be made into the contribution fund of the Federal Social Security Act through the office of the state agency and to make charges of this tax to the fund or funds from which wage and salary payments are issued to employees of the Borough of Media. Such payments are to be made in accordance with the provisions of the law and regulations promulgated by the state agency and the Federal Security Administrator.
Appropriation is hereby made from the proper fund or funds of the Borough of Media in the necessary amount to pay into the contribution fund as provided in Section 4 of the enabling Act[1] and in accordance with the plan or plans and agreement. Authority is given to the Mayor and the Secretary of the Borough of Media to enter into an agreement with the state agency, which agreement shall be in accordance with Act No. 491 and with paragraph 218 of the Federal Social Security Act. Such plan and agreement shall provide that the participation of this borough shall commence as of January 1, 1951.

The Borough of Media hereby adopts and approves a certain agreement between the Secretary of Labor and Industry (state agency) of the Commonwealth of Pennsylvania and the Borough of Media, Delaware County, Pennsylvania (State Code No. 31423), entitled "Plan and Agreement for Coverage of Public Employees under the Federal Social Security Program and Under the Provisions of the Act of 1951, P.L. 1833, as Amended," and which agreement consists of five pages, with eight sections as follows:

The proper borough officers are hereby authorized, directed and empowered to sign such agreement for and on behalf of the Borough of Media, namely the President of the Council to sign and the Borough Secretary to attest.
The Borough Secretary is hereby designated and appointed to be the borough official responsible for filing reports with the aforesaid state agency, and he is directed to furnish to said agency at this time and from time to time such information, reports and statements as are or may be necessary to carry out said plan and agreement and comply with the rules and regulations of the Bureau of Social Security for Public Employees of the Department of Labor and Industry of the Commonwealth of Pennsylvania.
