As used in this chapter, the following terms shall have the meanings
indicated:
TRAILER
Any vehicle or equipment transported to a site in the Borough of
Media either on the streets or off the streets of the Borough of Media by
means of wheels either permanently attached or removable from the vehicle
or equipment and transported by means of a motor vehicle in the Commonwealth
of Pennsylvania or not, which vehicle or equipment can be used for sleeping
or living quarters, including recreational vehicles and vehicles commonly
known as "mobile homes"; temporary offices; construction offices; vending
or mercantile purposes; or any other business purpose, display purpose, school
purpose or professional use. Excluded from the application of the term are
recreational vehicles and boats on trailers which are owned by the owner of
the property where they are stored or a resident of the property where they
are stored; provided, however, that the recreational vehicle or boat is situate
on the property for storage purposes and not for other use or occupancy on
the property.
No trailer shall be parked or stored at one site in the Borough of Media
for a period of time in excess of 72 hours without first obtaining a license
from the Secretary of the Borough of Media.

A license authorizing the situation of a trailer in the borough shall
be issued to the owner of the vehicle upon payment of a license fee of $25
upon the following conditions:
A. A signature upon the license application and a certification
by the owner of property where the trailer is to be situated, if such is to
be situated on private property, indicating the consent of the owner to the
placement and storage shall be provided.
B. A statement of the proposed use and location of the trailer
and the length of time the trailer is to be situated on the property shall
be provided.
A license once issued will be valid for a period of time of use required
as stated in the application, but in no instance in excess of three months.
The licensee may apply for a renewal of the license for an additional period
of three months upon a showing by the applicant of reasonable necessity that
the trailer so situated be continued on the site. No license shall be renewed
for a period of time, including the principal period of time, in excess of
six months. Upon special application to the Council of the Borough of Media
and upon showing of good cause, a reasonable special extension of the license
may be granted.

Any owner of a trailer or owner of the property on which the trailer
is situated who places a trailer in the Borough of Media or permits a trailer
to be situated on the property in the Borough of Media for more than 72 hours
without obtaining an initial or renewal license therefor shall be in violation
of this chapter and, upon conviction thereof, shall pay a fine of not more
than $600, plus costs of prosecution and, in default of payment of such fine
and costs, imprisonment for a period not exceeding 90 days. Each day the trailer
remains in the borough without a license as required herein shall be considered
a separate offense.
Nothing herein shall be interpreted as superseding any other ordinance
of the Borough of Media. Those ordinances in general which are not affected
or superseded by this chapter are those which regulate the parking of vehicles
on the streets of the Borough of Media, those specifically detailed in the
Health Ordinance of the Borough of Media and those specifically detailed in
Chapter 119, Building Construction, of the Code of the Borough of Media as
well as those regulating the use of buildings and the zoning and uses of property.
This chapter shall be effective immediately. Any person, company or
corporation owning property on which trailers are now placed or any person,
company or corporation owning a trailer situate in the Borough of Media shall
have 30 days from the effective date hereof to secure a license as prescribed
herein.
The Secretary of the Borough of Media is directed to post a copy of
this chapter in conspicuous places in the Borough of Media for 30 days after
its enactment.
