There is hereby established a Department of
Community and Economic Development for the City of Bangor. This Department
shall consist of the Economic Development, Community Development,
Planning and Code Enforcement Divisions.
A. Economic
Development Division. The Economic Development Division shall be responsible
for the purpose of promoting the commercial and industrial development
of the City, supporting programs designed to further the development
and redevelopment of the downtown, including management of the downtown
parking district, management and marketing of City-owned business
and industrial parks and nonaeronautical properties in the vicinity
of Bangor International Airport and undertaking special projects designed
to improve the overall economic activity and health of the City.
B. Community
Development Division. The Community Development Division shall be
responsible for the development of the City under the federal Community
Development Block Grant Program and other associated existing or future
federal and state aid programs with a special emphasis on neighborhood
stabilization and improvement and providing greater opportunities
to residents of low and moderate income.
C. Planning
Division. The Planning Division shall be responsible for the promotion
and coordination of the rational use of land in the City in accordance
with the City's Comprehensive Plan.
D. Code Enforcement Division. The Code Enforcement Division shall be responsible for administering and enforcing all ordinances and state and federal statutes and programs coming within its jurisdiction, including but not limited to the Maine Uniform Building and Energy Code, Chapter
223, Property Maintenance, of this Code, state plumbing regulations, Chapter
165, Land Development, of this Code, Chapter
71, Bangor Center Revitalization Area, of this Code, and Chapter
148, Historic Preservation, of this Code.

E. Other duties.
The Department shall also be responsible for other development and
redevelopment projects related to the downtown development district,
neighborhood improvement, the downtown parking management district
and other projects as assigned. The Department shall also manage the
Economic Development Fund.

There is hereby established the position of
Community and Economic Development Director to be appointed by the
City Manager, subject to confirmation by the City Council. The Community
and Economic Development Director shall appoint and supervise all
employees assigned to the Department, subject to the general supervision
of the City Manager.

There is hereby authorized and established the position of Chief
Code Enforcement Officer. The Chief Code Enforcement Officer shall
supervise the operation of the Code Enforcement Division. The Chief
Code Enforcement Officer shall be appointed by the Director of Community
and Economic Development on the basis of merit and fitness alone,
subject to the approval of the City Manager.
