In accordance with Article
VII, Section 2(a), of the City Charter, there is hereby established a Parks and Recreation Department.
It shall be the function of this Department:
A. Parks and public places. To plan, operate and maintain
all parks and public places to increase safety and preserve the symmetry
and beauty of such parks and public places.
B. Organize a municipal recreation program. To promote,
organize and supervise a comprehensive municipal recreation program
and administer the same in the interest of the entire community.
C. Supervise playgrounds, swimming pools, etc. To supervise
the recreational use of parks, playgrounds, play fields, recreation
centers, swimming pools, ball diamonds and such other recreational
areas and facilities as may be available to carry out the City's recreation
program.
D. Conduct cultural and social activities. To conduct
and supervise all forms of recreational, cultural or social activity
that will employ the leisure time of the citizens in a wholesome and
constructive manner.
E. Supervise operation of the Bangor Municipal Golf Course.
To operate and supervise recreational use of the Bangor Municipal
Golf Course, including the establishment of appropriate policies relating
to green fees, membership charges, scheduling, dates and hours of
operation and promotion.

F. Be responsible
for and oversee operations and maintenance of the City's harbor and
wharves.

There is hereby authorized and established the
position of Parks and Recreation Director. This position shall be
included in the Personnel Classification and Compensation Plan for
the City of Bangor. The Parks and Recreation Director shall supervise
the entire operation of the Parks and Recreation Department. The Parks
and Recreation Director shall be appointed by the City Manager on
the basis of merit and fitness alone, subject to the confirmation
of the City Council.
A. Monthly report to the City Manager. The Parks and
Recreation Director shall make a report to the City Manager, before
the first Council meeting of each month, as to the business of their
office during the preceding month.
B. Other duties. The Parks and Recreation Director shall
perform such other duties as may be prescribed by the City Manager,
the Director of the Office of Government Operations or any applicable
state or local laws and ordinances.

In accordance with Article
VII, Section 2(a), of the City Charter, there is hereby authorized and established a Parks and Recreation Advisory Committee to consist of eleven persons who shall be appointed by the City Council, at least two of whom shall be appointed to represent the users of the Bangor Municipal Golf Course, at least one person having an interest and knowledge of recreational boating, and one person having a direct connection with the downtown business community.
A. Method of appointment and term of office. Members
of the Committee shall be appointed annually to serve terms of three
years or until a successor is duly appointed. Any vacancy created
on the Committee shall be filled by appointment by the City Council
for the remainder of the term. All Committee members must be residents
of the City of Bangor. No member shall serve more than two complete
consecutive terms.
B. Functions of the Parks and Recreation Advisory Committee.
It shall be the function of this Committee to hold regular meetings
and to advise the Parks and Recreation Director with respect to the
policy and administration and all phases of the recreational program
of the Parks and Recreation Department. The Committee shall also make
an annual report and recommendation to the City Council regarding
the need, if any, for new recreational facilities in the City of Bangor,
to include capital development, redevelopment and maintenance needs
with respect to existing facilities. The Committee shall annually
review and make a recommendation to the appropriate City Council committee
of fees for guest moorings, private moorings and float use, recommend
plans for further development and improvement of harbor activities,
and recommend plans and review boating activities within the overall
harbor jurisdiction. The Committee's annual report shall include an
outline of its activities regarding the City Harbor during the preceding
twelve-month period.
C. All members shall attend an annual orientation meeting
to be scheduled during the month of January of each calendar year.
D. The Committee shall meet at least quarterly and, prior
to December 31 of each calendar year, shall prepare and submit to
the City Council an annual report outlining its doings during the
preceding twelve-month period.
