The Airport Director may issue from time to
time directives as are necessary to implement the purposes of these
rules and regulations and which, upon approval by the Airport Committee,
shall supplement and have such force and effect as the rules and regulations
herein contained. The Airport Director shall determine which areas
of the airport shall be public and which shall be restricted and shall
revise the restricted areas from time to time as they shall determine.
The Airport Director shall have three copies of this chapter and directives
in their office for the inspection of any person, and three copies
shall be filed with the City Clerk for the convenience of the public.
All areas of the airport except those areas
as may be opened to the public are restricted, and no person shall
enter customs, immigration or public health areas, other areas under
the jurisdiction of the United States Government, any private offices,
hangars, maintenance areas, landing areas, ramp and apron areas or
any other restricted area on the airport posted as being closed to
the public except:
A. Persons assigned to duty or having official business
therein.
B. Authorized representatives of the City of Bangor or
the Airport Director and their representatives.
C. Authorized representatives of the United States Government.
D. Persons having prior permission of the Airport Director.
E. Passengers, under appropriate supervision, entering
upon the ramp and apron areas for purposes of embarkation and debarkation.
No person, unless duly authorized by the Airport
Director or by contract signed by the City Manager, shall, in or upon
any area of the airport:
A. Sell or offer for sale any article of merchandise.
B. Conduct any commercial activity.
C. Solicit any business or trade.
D. Solicit alms or funds for any purpose.
E. Post, distribute or display signs, posters, handbills,
newspapers, advertisements, circulars or any other printed or written
matter.
No person except authorized peace officers,
post office officials, customs officials or members of the Armed Forces
of the United States and the Maine National Guard or Maine Air National
Guard on official duty or any other persons authorized by the Airport
Director shall possess any loaded or concealed firearms or explosives
at the airport. All persons other than those in the excepted classes
shall, while at the airport, surrender all such objects in their possession
to the police.
All persons involved in any accident occurring
at the airport shall make a full report thereof to the police as soon
after the accident as possible and before leaving the airport.
No person shall destroy, injure, deface or disturb,
tamper with or attempt to destroy, injure, deface or disturb any building,
sign equipment, fixture, marker or any other structure or property
of the airport.
In order to provide for the safety of persons
and the prevention of damage to property, including the terminal buildings,
no meetings, mass demonstrations or crowds unwarranted by the primary
function of facilitating the traveling public shall be permitted to
occur within a terminal building. The Airport Director may authorize
groups to greet or escort dignitaries, such groups not to exceed 25
persons. The Airport Director may authorize a press conference if they
determine that such conference will not interfere with public transportation.

In addition to other requirements imposed by
this chapter, all persons authorized to conduct commercial activities
at the airport shall have in force general liability insurance, evidenced
by a certificate filed with the Airport Director. Said insurance shall
be in such amounts as the Airport Director may from time to time establish
by administrative regulation for various classes of commercial activities
at the airport or as may be provided by direct contract with the City.
Said certificate of insurance shall name the City as an additional
insured and shall certify that said insurance shall not be canceled
without prior notification by the carrier to the Airport Director.
In addition, any person authorized to conduct a commercial activity
at the airport shall indemnify and hold the City harmless from liability
for personal injuries, death or property damages, including attorney
fees, incurred by the City as a result of or arising from the conduct
of said activities.

A. The Airport Director shall be authorized to demand
reimbursement from any tenant, airport user or any other entity or
individual for any fines assessed the Airport Department by federal,
state or local agencies as a result of an action or lack of action
which causes a violation of existing law. Failure to promptly pay
such reimbursement shall be a violation of this chapter.
B. For the purpose of this section, "airport" shall be the geographical area designated as "Airport Development District" by Chapter
165, Land Development, of this Code.
C. The Airport Director shall be authorized to deny access
to the actively controlled security areas of the airport, as defined
in the Airport Security Manual on file with the Federal Aviation Administration,
to any individual who has been found in violation of the applicable
airport rules and regulations.
