There shall be a Department of Administration, Finance and Public Affairs, the head of which shall be the Business Administrator. His or her compensation shall be upon the terms and provisions of the Salary Ordinance of the Township.
The Business Administrator shall either have a degree from a recognized college or university and specialized training in public administration or at least five years of responsible experience in an executive or administrative position related to the duties of the position. The Business Administrator shall be chosen solely on the basis of executive and administrative experience or his or her knowledge of accepted practice in respect to duties of the office as set forth below.
The Business Administrator shall have and may exercise all of the functions, powers and duties vested by ordinance and, under the direction and supervision of the Mayor, shall:
A. 
Assist the Mayor in the preparation of the Township budget.
B. 
Develop and enforce sound purchasing and personnel practices and procedures for all departments, offices and agencies of the Township and assist the Mayor in the making of policy decisions which relate to the Township's physical development.
C. 
Supervise the administration of each of the departments established by ordinance and, for this purpose, have and exercise such duties and powers as are provided by statute.
D. 
Prescribe, issue or approve rules and regulations for the efficient management of the Township government not inconsistent with the statute and ordinances of the Township.
E. 
Be responsible for the efficient management of the Department and have the general powers and duties of a department head as provided by statute or by ordinance.
F. 
Coordinate the operation and administration of the various departments, divisions, offices and agencies of the Township government.
G. 
Prescribe and prepare uniform forms of budget requests for use by all departments and other spending agencies, together with appropriate instructions for such use.
H. 
Review and analyze all budget requests for appropriations and make recommendations with respect thereto.
I. 
Study the organization and operation of any and all departments and other spending agencies for the purpose of budget analysis.
J. 
Prescribe and require each department and other spending agency for which Township appropriations are made to maintain records and produce reports of their respective work load and performance, which may be prescribed or approved for each of the departments and other spending agencies by the Business Administrator.
K. 
With the assistance of the other departments and divisions within his or her department, compile the budget document in accordance with the policies established by the Mayor, for presentation by the Mayor to the Council, in accordance with statute.
L. 
Prepare all estimates of non-property-tax revenues anticipated for the support of each annual budget.
M. 
Maintain a continuous administrative review of departmental operating methods, organization and management. In cooperation with the heads of the various departments and divisions thereof, he or she shall develop standards to improve administrative practice and procedure and the management of the Township government and shall make recommendations of such standards to the Mayor.
N. 
Cooperate with the State of New Jersey in the enforcement and administration of state laws and regulations of Township personnel (civil service) within the Township.
O. 
Assist in the recruitment of qualified persons for offices and positions in the Township government and encourage such persons to take examinations required for such offices and positions.
P. 
Prepare and recommend to the Mayor such rules as the Business Administrator may find necessary, appropriate or desirable to improve personnel administration within the Township government.
Q. 
Prepare, install and maintain a job classification plan based on the duties, authority and responsibility of offices, employments and positions in the Township government.
R. 
Prepare and maintain a pay plan based upon such job classification.
S. 
Establish and maintain a roster of all persons in the Township government which shall set forth the significant facts relating to personnel administration.
T. 
Develop and establish in-service training programs for persons in the Township government.
U. 
Maintain a continuous study of the operation and effect of personnel methods and practices in the Township government, including hours and days of work, leaves of absence, sick leaves, vacations, pensions and retirement provisions, and report findings and recommendations to the Mayor.
V. 
Supervise, direct and control the Divisions of Finance, Tax Assessment, Tax Collection, and the Bureau of Purchasing.
W. 
Designate any official to be designated by the Township of Brick as referenced throughout the Township Code of the Township of Brick in those instances where a designating officer is not specified. For those instances in which the Business Administrator is the designating officer, if an officer has not been designated to enforce the provisions of a given chapter, the Business Administrator shall be responsible for the enforcement of the chapter unless and until he or she designates an official for that specific purpose.
X. 
Assist the Township Clerk and the Council President in the preparation of the Council meeting agenda.
Y. 
Other unspecified duties as may arise and/or be assigned by the Mayor.
There is hereby created the position of Deputy Municipal Department Head (Administration, Finance and Public Affairs). The Deputy Municipal Department Head (Administration, Finance and Public Affairs) shall be appointed by the Mayor, with the advice and consent of the Township Council and shall be compensated in accordance with the Salary Ordinance of the Township of Brick.
The Deputy Municipal Department Head (Administration, Finance and Public Affairs) shall either have a degree from a recognized college or university and specialized training in public administration or at least five years of responsible experience in an executive or administrative position reasonably related to the duties of the position.
The duties of the Deputy Municipal Department Head (Administration, Finance and Public Affairs) shall be as follows: to assist the Business Administrator in performing the functions and duties of his office and to perform such additional functions and duties as shall be prescribed by the Mayor and Business Administrator.
The budget document shall be in such form as required by law for municipal budgets. If requested by the Mayor or Business Administrator, or requested by the Council, the department heads and/or Township officers shall provide an analysis which may include, for each department, division and agency, the total number of positions of each class and grade authorized by the budget compared with the corresponding number actually employed at the beginning and end of the preceding budget period and a detailed analysis to support the various expenditure estimates in terms of the cost of performance of functional programs and activities, stating separately operating and capital costs. The Council may require the presence of a department head or officer at hearings on the municipal budget, after the presentation of the budget by the Mayor to the Council.
