For the purpose of this chapter, the terms used herein are defined as follows:
PARKING AREA, PARKING LOT or PARKING LOTS
Any place maintained for the parking of vehicles, except on a street, alley or other public place, where such parking is permitted and made available to patrons or customers, and where such "parking area," "parking lot" or "parking lots" serve three or more businesses.
All electrical lighting of all parking areas or parking lots shall remain in operation for at least 1/2 hour after the closing of the last business using such parking area, parking lot or parking lots.

Any person, persons, partnership or corporation violating the terms of this chapter shall, upon conviction, be subject to the penalties as provided in Chapter 1, § 1-15, General penalty.
