No person shall consume alcoholic beverages
while in or on a public street, lane, roadway, avenue, sidewalk, public
parking place, park, playground, recreation area, or any other public
or quasi-public place or in any public conveyance; or in a private
motor vehicle while the same is in motion or parked in any public
street, lane or public parking lot, or other public or quasi-public
place; or while upon any private property not his own without the
express permission of the owner or other person having authority to
grant such permission; or discard alcoholic beverage containers upon
any public street, lane, sidewalk, public parking lot, public or quasi-public
place or upon any private property not his own without the express
permission of the owner.

Notwithstanding the provisions contained in
this article, the governing body may by resolution permit the possession
or consumption of alcoholic beverages in a designated park or other
public place at a designated time or times in connection with a special
event, series of events, or observance which has been authorized by
the governing body.
Any person violating the provisions of this article shall, upon conviction, be liable to the penalty stated in Chapter
1, General Provisions, Article
I.
