No owner of real property in the Township shall rent property or properties to a tenant-operated business except upon the issuance of an annual license pursuant to the provisions of this chapter, and on an application supplied by the Township.
As required in Article III of this chapter, the payment of tax condition shall also apply to any owner of property who is required under the terms of this article to apply for a license for the rental of properties to a tenant-operated business.
The purpose of this article is to implement the authority vested in the governing body pursuant to the provisions of N.J.S.A. 40:52-1.2 and further, to implement the authority in the governing body to require a license of property owners for the rental of real property for a tenant-operated business as set forth in the Appellate Division decision in the case of Wildwood Storage Center v. Wildwood, 260 N.J. Super. 464 (A.D. 1992).
