It is hereby declared to be the public policy of the Township to secure
to its citizens the free use of the public highways, streets and roads by
adopting and enforcing proper regulations to prevent or remove all unnecessary
obstructions, and to restrict within practical limits such obstructions as
from time to time shall be necessary. The Township recognizes that both streets
and railroads are indispensable and serve a public purpose and the purpose
of this chapter is, therefore, to assure that neither should be required to
bear more than a just proportion of the inconvenience necessarily resulting
from their relation to each other.
Any person adjudged guilty of a violation of this chapter shall be liable
to the penalties provided by N.J.S.A. 39:4-203.
