It is hereby declared to be the public policy of the Township to secure to its citizens the free use of the public highways, streets and roads by adopting and enforcing proper regulations to prevent or remove all unnecessary obstructions, and to restrict within practical limits such obstructions as from time to time shall be necessary. The Township recognizes that both streets and railroads are indispensable and serve a public purpose and the purpose of this chapter is, therefore, to assure that neither should be required to bear more than a just proportion of the inconvenience necessarily resulting from their relation to each other.
A. 
No railroad company or employee thereof shall operate a locomotive or train so that it shall remain motionless preventing or interfering with the passage of any street or highway in the Township for more than three minutes.
B. 
No railroad company or employees thereof shall, during the assembling of a train, prevent or interfere with the passage of any street, highway or road in the Township for more than three minutes. For every three minutes during which such activity shall obstruct a road, street or highway, there shall follow five minutes during which passage of traffic on such street or highway shall be unobstructed.
C. 
No moving train of cars shall be of such length or move at such speed to block a street or highway in the Township for any longer than three minutes at any one time.
Any person adjudged guilty of a violation of this chapter shall be liable to the penalties provided by N.J.S.A. 39:4-203.
