The chief executive and administrative office
of the Township of Maple Shade shall be the Manager, who shall be
appointed by the Township Council as provided for in the Charter.
The Manager shall be a person of demonstrated executive and administrative
ability. He or she shall, prior to his or her appointment, be qualified
in terms of knowledge and experience in accepted practice with respect
to the duties of his or her office, with particular training and experience
in municipal management or public administration. At the time of his
or her appointment, he or she need not be a resident of the Township
or state, but during the term of his or her office he or she may reside
outside the Township only with approval of Council.
The office of the Manager shall have the following
functions:
A. Budget, purchasing, financial management and treasury.
K. Civil defense and disaster control.

The Manager shall appoint a Treasurer who shall
be appointed a term of one year from the first day of January of the
year of his or her appointment and until his or her successor is appointed
and qualified. He or she shall receive such compensation as shall
be fixed from time to time by the Salary Ordinance. The Treasurer shall keep books and records of accounts
for the exercise of the foregoing financial budgetary control over
each department, office and agency of the government and shall keep
such accounts as will show the amount of each appropriation, the cumulative
amount paid therefrom and the unpaid obligations and unencumbered
balance thereof. He or she shall also authorize the payment of bills,
claims, demands and payroll upon the proper certification of the appropriate
department head of the amount due and owing and invest all surplus
funds.
The Manager, either through the appointment
of a qualified inspector or through contractual arrangements, shall
administer and enforce all laws, codes, ordinances and regulations,
both state and local, relating to building, zoning, fire prevention
and safety, electrical installations, sanitation and plumbing.
The Manager shall appoint and supervise a consulting
engineer. The engineer shall:
A. Prepare or cause to be prepared plans and specifications
for public works and improvements undertaken by the Township.
B. Supervise the performance of contracts for public
works and certify the amounts due and payable thereunder.
C. Maintain maps, charts, engineering data and records
as may be required for the proper and efficient technical administration
of public works functions.
D. Provide for traffic engineering needs.
E. Forthwith surrender to his or her successor all the
following property, together with a written consent to substitution
of his or her successor in engineering matters then pending to which
the Township is a party: all papers, documents, memoranda, reports
and other materials relating to the administration of the engineering
function. These items of property shall be and at all times remain
the property of the Township.
The Manager shall supervise the administration
of the Maple Shade Public Library. He or she shall appoint a librarian
and such other library assistants as are required to operate the library.
The Manager shall supervise the civil defense
and disaster control functions. He or she shall appoint and supervise
a Director and such other persons as may be necessary to assist the
Director in the exercise of his or her functions.
The Manager shall administer any program of
the local public agency. He or she shall appoint such personnel as
is required to administer the program.
