No person shall discharge any firearm or bow and arrow within the borough.
Section 124-1 shall not apply to the following:
A. 
The discharge of a firearm by a law enforcement officer in the course of performing his official duties.
B. 
The use of a firearm in the defense of life, limb or property, provided that such use is otherwise lawful.
C. 
Shooting with firearms or bows and arrows for practice, sport or recreation upon a supervised firing range provided with proper facilities for the protection of persons and property. In the case of firearms, plans for the firing range prepared by or under the supervision or auspices of the National Rifle Association shall be used as a guide for determining if a firing range is equipped with proper safeguards. Any range constructed in accordance with plans prepared by or under the auspices of the National Rifle Association shall be conclusively presumed to have proper safeguards.
