No person under the age of 18 years shall be on any public street, sidewalk or other public area during the following dates and hours:
A. 
October 29 at 10:00 p.m. to October 30 at 6:00 a.m.;
B. 
October 30 at 10:00 p.m. to October 31 at 6:00 a.m.; and
C. 
October 31 at 10:00 p.m. to November 1 at 6:00 a.m.
