As used in this article, the following terms shall have the
meanings indicated:
YEAR
The period from February 1 of one year to January 31 of the
next succeeding year.
The municipal parking fields shall be as designated in Schedule XVI (§
172-63). Signs shall be posted indicating the location of such municipal parking fields and what parking restrictions apply, if any, in such parking fields.

A. Municipal Parking Fields No. 1, No. 2 and No. 8, except as to that
portion thereof in which parking meters are installed, are hereby
designated as parking fields where vehicles shall be permitted to
park only after procuring a parking permit as hereinafter provided,
except that vehicles without such permits shall be permitted to park
in Field No. 8 for up to four hours during the hours from 6:00 a.m.
to 6:00 p.m.
B. There is hereby established a Downtown Resident Parking Permit to
be issued to a Village resident actually occupying a residential dwelling
unit located on Broadway (NYS Rt. 110) between Avon Place and Railroad
Avenue on the following conditions:
(1) The applicant for the permit must provide proof of current residency
within the designated area.
(2) No more than one permit will be issued per person and no more than
two permits per dwelling unit, regardless of the number of persons
residing therein.
(3) Downtown Permit parking shall be restricted to the designated areas
in Municipal Parking Fields 3, 4, 5, 9, 10, 11 and 14, and shall be
open to permit holders on an "as available" basis. Permitees parking
in non-designated areas shall be subject to the hourly limits which
apply to the general public.

All parking permits shall be issued by the Village Clerk based
upon a showing of proof of residence and ownership of the vehicle
for which a permit is sought. The Clerk shall issue a numbered permit
indicating the year for which the same shall be issued, and such permit
shall be conspicuously displayed on said vehicle.

A. Residents. The annual fee for each parking permit issued hereunder
to the residents of the Village shall be established by the Board
of Trustees by resolution. The fee for each half-yearly permit, which
may be applied for on or after August 1, shall be established by the
Board of Trustees by resolution.
B. Nonresidents. The annual fee for each parking permit issued hereunder
to a nonresident of the Village for Municipal Parking Fields No. 1,
No. 2 and No. 8 shall be established by the Board of Trustees by resolution.
The fee for each half-yearly permit for a nonresident, which may be
applied for on or after August 1, shall be established by the Board
of Trustees, by resolution.

No half-yearly permit hereunder shall be issued, either to a
resident or to a nonresident, before August 1 of each year.

A parking permit issued hereunder shall not be transferable
from one vehicle to another; provided, however, that in the event
that a permitee shall sell or transfer his motor vehicle during the
year, such permit may be transferred to any other motor vehicle owned
or leased by said permitee upon payment of an additional fee as set
by resolution of the Board of Trustees.

A parking permit issued hereunder shall be kept by the permitee
in the approved location in good condition, and if such plate, tag
or sticker becomes lost or mutilated, the permitee shall immediately
secure a new permit from the Village Clerk upon the payment of an
additional fee as set forth by the Board of Trustees.

No commercial vehicle with a gross weight in excess of 10,000
pounds shall be permitted to park in a municipal parking field.

Each motor vehicle occupying an area in a parking field for
which a permit is required hereunder shall have an individual and
separate permit.
The hours of limitation for parking a vehicle in the municipal
parking field shall be designated by resolution of the Board of Trustees,
and such period shall be posted in the municipal parking fields.
