This Part 1 shall be known as the "Town of Chester Sewer Use Local Law."
A. 
This Part 1 shall regulate the use, operation and maintenance of the public sewer systems of and within the sewer districts of the Town of Chester (hereinafter the "Town").
B. 
The purposes of the rules, regulations and requirements of this Part 1 are specifically stated, as follows:
(1) 
To prohibit excessive volumes and/or inordinate rates of flow of sewage and wastes into any sewer district sewer system in the Town and all public and private sewers and lines tributary thereto.
(2) 
To prohibit the contribution of sewage, industrial wastes or other wastes of a flammable nature or which create in any way a poisonous or hazardous environment for sewage maintenance and operation personnel.
(3) 
To prohibit the contribution of sewage, industrial wastes or other wastes which may cause maintenance difficulties in the interceptor sewers, trunk sewers, force mains, pumping station, sewage regulators and other structures and appurtenances of the Town sewer systems and public and private sewers tributary thereto.
(4) 
To prohibit the contribution of sewage, industrial wastes or other wastes which may create operating difficulties at any Town water pollution control facility or at the Orange County water pollution control facility, whichever may be applicable, as they may be constructed, may be modified or improved in the future.
(5) 
To require the treatment, before introduction into the Town sewer systems and public and private sewers tributary thereto, of such wastes as may impair the strength and/or durability of the structures appurtenant to the systems by direct or indirect chemical action or interfere with the normal treatment process.
(6) 
To regulate all connections and discharges to and usage of the Town sewage systems for the purpose of providing maximum efficiency in the maintenance and operation of the systems and to adhere to all applicable federal, state and local requirements.
(7) 
To require the connection to and the use of the sanitary sewer system.
(8) 
To protect the public health and to prevent nuisances.
