A. Every
owner or occupant of any house, building or structure or owner of
any vacant lot, plot or parcel of land in the Village or any person
in charge of or responsible for the maintenance thereof shall, within
12 hours after snow ceases to fall, remove snow and ice from the sidewalks,
paths and gutters in front of such premises and shall keep the premises
free from snow and ice and, in case snow shall be frozen so hard that
it cannot be removed without injury to the pavement, shall keep the
same covered with ashes, sand or other material so as to enable persons
thereon to walk with safety.
B. No person
shall sweep, throw, push or place, or direct, suffer or permit any
servant, agent, employee or other person to sweep, throw, push or
place, any snow which has accumulated upon private property in or
upon any sidewalk, path, street or public place.
Every owner or occupant of any house, building
or structure or owner of any vacant lot, plot or parcel of land within
the Village shall keep the sidewalk in front of said premises in good
and safe repair and free from dirt, filth, weeds, rubbish, encumbrance
or obstruction of any kind or character.
Every owner or occupant of any house, building
or structure or owner of any vacant lot, plot or parcel of land within
the Village shall cut and remove all briers and brush and noxious
weeds growing between the curb and the building line and shall further
keep all of said lot or parcel free from briers, brush and all noxious
weeds.

A. Any owner or occupant of any house, building or structure,
or owner of any vacant lot or parcel of ground, or person in charge
or control thereof, who shall fail to keep the sidewalk in front of
said premises in good repair or who shall fail to remove snow, ice,
dirt, obstructions, rubbish, briers or weeds as provided shall, upon
conviction thereof, be guilty of a violation pursuant to the Penal
Law of the State of New York, punishable by a fine not exceeding $250
or by imprisonment for a term not exceeding 15 days, or by both such
fine and imprisonment. The continuation of an offense against the
provisions of this article shall constitute, for each day the offense
is continued, a separate and distinct offense hereunder.
B. In addition to the penalty hereinbefore provided, whenever any such owner or occupant shall fail to keep the sidewalk in front of said premises in good and safe repair, or who shall fail to remove snow and ice from the sidewalk or fail to keep said premises free from noxious briers or brush or noxious weeds, or shall permit an accumulation of rubbish thereon, or shall fail to remove dirt, obstructions or rubbish from sidewalks, the Superintendent of Public Works, Superintendent of Construction, Village Clerk or any person empowered by the Board of Trustees may cause a notice in writing to be served upon such persons, personally, or by registered mail, requiring the removal or repair thereof and stating the time within which said action is required. If, within the period of time specified in such notice, such person shall fail to remove or repair the same, the same may be removed or repaired by the Village, and the cost and expense thereof shall be certified to the Village Clerk by said Superintendent of Public Works, Superintendent of Construction, Village Clerk or any person empowered by the Board of Trustees, and said cost shall be assessed against such property in the same manner as a tax or assessment. After notice to remove or repair as herein provided, the failure of the owner or occupant of the premises to repair said sidewalk or remove such snow and ice, rubbish, briers or weeds shall constitute a new offense each day such violation continues after such notice, and such owner or occupant shall be subject to a fine as provided in Subsection
A hereof for each such offense, and such offenses may be prosecuted separately.
