Article II: Traffic Regulations

The following streets are hereby designated as through highways, and stop signs shall be erected at all of the street entrances thereto, except at such intersections where traffic control signals are located:

§ 191-6 One-way streets.

The City Manager is hereby authorized to designate, subject to the approval of the Council, public streets and private roads open to public motor vehicle traffic in which vehicles shall pass in one direction only, provided the streets and roads so designated are so marked at all intersections by conspicuous signs which shall be visible during the hours in which such designation is to be observed.

§ 191-7 Speed limits.

It shall be unlawful for any person to operate any motor vehicle or motorcycle in any street in the City at a speed in excess of 30 miles per hour, except as indicated in Subsection A and where otherwise indicated by signs erected by the Police Department of the City.

The speed limit shall be 25 miles per hour for the block bordered by Stuyvesant Avenue, Van Wagenen Avenue, Forest Avenue, Oakland Beach Avenue and Milton Road. The twenty-five-miles-per-hour limit shall be posted along each of the streets indicating what sections are governed by the twenty-five-miles-per-hour speed limit.

§ 191-8 Right turns on red signal.

The City Manager is hereby authorized to designate, subject to the approval of the Council, the intersections where a right turn on a red signal is prohibited, provided that a sign is in place prohibiting such turn.

In addition, any vehicle with a maximum gross weight of 10,000 pounds (five tons) or more is prohibited at any time from making a left turn onto the following streets, except that such vehicle may enter upon such streets by left turns for the purpose of accepting or making deliveries of material at some point on said streets. This turn prohibition for vehicles of five tons or more does not apply to motor buses or school buses operating regular service under the supervision of the Westchester County Department of Transportation.

U-turns made upon any street are prohibited unless such a turn is made without interfering with the right-of-way of any motor vehicle, bicycle or pedestrian.

§ 191-10 Trucks and trailers.

The driving of any vehicle with a maximum gross weight of 5,000 pounds or more upon the streets designated below is prohibited, except that such vehicle may enter upon said streets for the purpose of accepting and/or making deliveries of material at some point on said streets in said City of Rye. The penalties provided in Article VI of this Part 1 shall apply to any violation or violations of this section. This provision does not apply to motor buses or school buses operating regular service under the supervision of the Westchester County Department of Transportation.
