Subdivision 5 of § 20 of the Municipal Home Rule, as added by Chapter 843 of the Laws of 1963, is hereby amended in its application to the Village of Springville, New York, to read as follows:
"(5) In the case of a local government which does not have an elective chief executive officer as defined by this chapter, no local law shall be passed by the legislative body until a public hearing thereon has been had before such body, and in every other local government no such local law shall be approved by the elective chief executive officer until a public hearing thereon has been had before him. Such public hearing held before the legislative body or before the chief executive officer, as the case may be, pursuant to this subdivision shall be on at least three days' public notice duly published in the official newspaper. Where the public hearing is before such officer, such notice shall be given by him within 10 days after the local law shall have been presented to him, and the hearing shall be held within 20 days after such presentation."
