A. 
All sidewalks installed within the Village shall be concrete unless otherwise approved by the Board of Trustees.
B. 
Sidewalks shall be a minimum of four feet in width, matching width and elevation to adjacent sidewalks (in accordance with ADA requirements). The concrete used shall be 4,000 pounds per square inch strength with an air entrainment of 6% to 7%. The sidewalk shall be four inches thick except at driveways, where it shall be six inches thick.[1]

C. 
Costs.
(1) 
New construction in a subdivision shall be completely at the expense of the developer and will be a condition of subdivision approval unless sidewalk construction is waived at the request of the developer.
(2) 
If new sidewalk construction is not in a subdivision, property owners will be responsible for 50 percent of the total cost of installation, including applicable overheads.
(3) 
If the sidewalk is existing and it is the Village's choice to repair or replace, the total cost will be borne by the Village of Springville.
(4) 
If sidewalk repair or replacement is requested by 51% of the property owners on a street, the Village of Springville and all property owners will equally share the cost of said repair or replacement.

A. 
It is the duty of each and every person owning and/or occupying any structure and/or lot, whether vacant or occupied, in the Village, during the winter season and during the time the snow shall continue on the ground, to keep the sidewalks in front of, adjoining, and/or contiguous to the structure and/or lot free from obstruction by snow and ice. It is the duty of each and every person owning and/or occupying any structure and/or lot to remove snow and ice from said sidewalks within 24 hours after accumulation. It is the duty of each and every person owning and/or occupying any structure and/or lot to keep said sidewalks in good and safe repair, clean, and free from dirt, filth and weeds or other obstructions and encumbrances. Each and every person owning and/or occupying any structure and/or lot shall be liable for any injury and/or damage by reason of the omission, failure, and/or negligence to clear, clean, maintain, and/or repair said sidewalks. Any removal of snow and ice accumulations and/or repair or cleaning of said sidewalks by the Village of Springville is a benefit to the residents and does not transfer liability, responsibility, and/or duty of maintenance and/or repair from the owner and/or occupier of the structure and/or lot to the Village of Springville.
B. 
If snow and ice accumulations are not removed by the owner and/or occupier within 24 hours, the Superintendent of Public Works of the Village of Springville, with 24 hours' verbal or written notice, may remove the same, and the charge for so doing may be assessed to the owner of the house, building, and/or lot. The fee for removal shall be set by resolution of the Board of Trustees. In addition, a summons could be issued, upon conviction thereof, and be punishable as provided in Chapter 1, General Provisions, Article II, General Penalty, of the Code of the Village of Springville.

It shall be unlawful for any person, firm or corporation to push, deposit, or stockpile snow or ice in, on, or across any street as defined in § 150-13 within the Village. Exceptions allowing "designated snow storage areas" shall be approved by the Superintendent of Public Works for unusual circumstances. If the deposited or stockpiled snow is not removed within 24 hours after either a verbal or written notice to the property owner, the Superintendent of Public Works of the Village of Springville may remove the same, and the charge for so doing may be assessed to the owner of the house, building, and/or lot. The fee for removal shall be set by resolution of the Board of Trustees. In addition a summons could be issued, upon conviction thereof, and be punishable as provided in Chapter 1, General Provisions, Article II, General Penalty, of the Code of the Village of Springville,
No person shall ride, drive or lead any horse, team, cow or other animal, except dogs, upon the sidewalks.

A. 
Definitions. As used in this section, the following terms shall have the meanings indicated:
SIDEWALK
That portion of a street between the curbline or the edge of pavement or lateral line of a roadway and the adjacent property line.
STREET
A publically maintained strip of land that includes the roadway, shoulders, parking lanes, curbs, sidewalk, area between sidewalk and the curb and/or edge of the roadway, the municipally controlled area between the edge of the sidewalk and the adjacent property line, and/or the municipally controlled area between the edge of the roadway and the adjacent property line, whether such surface is pavement, gravel, grass, and/or any other surface.
VEHICLE
Every device in, upon or by which any person or property is or may be transported, carried or drawn, except devices moved by human power.
B. 
No person shall operate, drive or park, cause to be operated, driven or parked or knowingly permit the operation, driving or parking of any vehicle, and/or any part of any vehicle, in or upon any sidewalk within the Village of Springville.
C. 
The provisions of this article shall not apply to a motor-driven vehicle or equipment, whether owned by a private citizen or the Village of Springville, which is operated for the purpose of the maintenance of or removal of snow from such sidewalks. This provision allows for operation of a vehicle for snow removal purposes, but not for parking of any such vehicle on a sidewalk within the Village of Springville.
D. 
No person shall use, propel, or operate any device of a motorized or nonmotorized nature upon wheels or runners on any sidewalk on either side of East Main Street from its intersection with North Buffalo Street and South Buffalo Street to its intersection with Elk Street and Franklin Street, except for a child under 10 years of age or a disabled person.
E. 
The Police Department of the Village of Springville and any peace officer shall be responsible for the enforcement of this section.
No person shall slide upon any sidewalk on any sleigh, sled, board or other contrivance.
No person shall, by selling or advertising goods upon the streets or sidewalks, attract a crowd and obstruct the sidewalks.

No person shall erect a wooden awning upon or over any sidewalk or erect or construct any awning which shall not be at all times, at its lowest point, at least seven feet above the sidewalk.

No person shall construct any sidewalk except under the supervision and in accordance with the directions of the Superintendent of Public Works.
It shall be unlawful for any person to locate or place for the purpose of selling or exposing for sale, whether by auction or private sale, any goods, wares or merchandise in any street or public place or on any sidewalk in the Village of Springville without first obtaining a permit therefor after approval of the Board of Trustees.

No person or persons nor any society or organization shall assemble or congregate upon the sidewalks or on any corner thereof or public place or places within the Village for the purpose of holding a meeting or addressing an audience; nor shall any person or persons or any society or organization parade through the streets of the Village unless such person or persons, society or organization first procures a permit therefor after approval by the Board of Trustees of the Village.

Any person committing an offense against any provision of this article shall, upon conviction thereof, be punishable as provided in Chapter 1, General Provisions, Article II, General Penalty, of the Code of the Village of Springville.
