As used in this chapter, the following terms shall have the meanings indicated:
PARADE
Any parade, march, ceremony, show, exhibition, pageant or procession of any kind or any similar display in or upon any street, park or other public place in the Township of Skippack.
PERSON
Any person, firm, partnership, association, corporation, company or organization of any kind.
No person shall engage in, participate in, aid, form or start a parade unless a parade permit shall have been obtained from the Township of Skippack.
A. 
A duly executed application, in writing, on a form furnished by the township shall be submitted to the Township Manager at least seven days prior to the parade or procession activity.
B. 
If the proposed parade route is over a state road or roads, such application must secure the approval of the Pennsylvania State Department of Transportation (PennDot) prior to submission, and the State Police if deemed necessary by PennDot.
C. 
Said application shall contain the object, time and proposed route of such parade and shall set forth a proposal with respect to the stoppage and rerouting of traffic to accommodate the parade.
A. 
The Board of Supervisors may issue a permit as provided for hereunder when upon consideration of the application and such other information as may otherwise be obtained, the Board of Supervisors finds that:
(1) 
The conduct of the parade will not substantially interrupt the safe and orderly movement of other traffic contiguous to its route.
(2) 
The conduct of such parade will not interfere with the movement of firefighting equipment en route to a fire.
(3) 
The conduct of the parade is not reasonably likely to cause injury to persons or property, to provoke disorderly conduct or to create a disturbance.
(4) 
The parade is not to be held for the sole purpose of advertising any product, goods or event and is not designed to be held purely for private profit.
B. 
Any costs incurred for traffic or crowd control shall be borne entirely by the applicant.
C. 
The applicant shall provide proof of insurance coverage, in an amount satisfactory to the Board of Supervisors, which includes the Township of Skippack as an additional insured.
D. 
Violations of the conditions of a permit shall render the permit null and void and constitute a violation of this chapter and subject the permittee to this chapter.
There shall be paid at the time of filing the application for a parade permit a fee of $25. The Board of Supervisors shall have the right to waive any fee. The permit fee may be amended from time to time by resolution of the Board of Supervisors.
Any person who shall violate any provision of this chapter shall be guilty of a civil offense and shall be fined a sum not to exceed $600 for each violation.
