A. 
Overnight parking, No vehicle shall be parked on any street or alley in the Village of Maple Bluff for longer than 30 minutes between 1:00 a.m. and 6:00 a.m. each day.
B. 
Limited parking. Parking shall be subject to the following limits:
(1) 
From 7:00 a.m. to 7:00 p.m., a two-hour limit on both sides of Lakewood Boulevard from 100 feet west of North Sherman Avenue to Kensington Drive.
(2) 
From 8:00 a.m. to 5:00 p.m., a fifteen-minute limit on two parking spaces on the north side of Oxford Place between North Sherman Avenue and the entrance to the Village Center.

D. 
Temporary or emergency "no parking" signs. The Chief of Police or designee is authorized to place "no parking" signs as needed to control traffic and parking within the Village of Maple Bluff. Vehicles are prohibited from parking in any area marked as "no parking."
E. 
Seasonal no parking/stopping/standing areas.
(1) 
There shall be no parking on the west side of Woodland Circle, from June 1 through August 31, between designated signs.
(2) 
The Village Administrator or Director of Public Works may declare a snow emergency. During a snow emergency, there shall be no parking on the streets until the snow has been fully plowed back to the curb.
F. 
Wisconsin State Statutes. Sections 346.50 through 346.56, Wis. Stats., are adopted by reference and incorporated herein and shall apply in the Village of Maple Bluff.

A. 
Definitions. As used in this section, the following terms shall have the meanings indicated:
RECREATIONAL VEHICLE
Includes any vehicle or structure intended for or capable of human habitation or designed primarily for sleeping purposes, mounted upon wheels or jacks or capable of being moved from place to place, either by its own power or by power supplied by some other vehicle, except a device used exclusively upon stationary rails or tracks.
B. 
Location.
(1) 
Except as provided in this section, no person shall park and occupy any recreational vehicle on any street, alley, highway, park or other public place or on any tract of land within the limits of the Village.
(2) 
Emergency or temporary stopping or parking shall be permitted on any street, alley or highway for not longer than one hour subject to the regulations and limitations imposed by this chapter for such street, alley or highway.
(3) 
Except as provided in § 166-11A, no person shall park or occupy any recreational vehicle on any premises in the Village, except that the parking of an unoccupied recreational vehicle in an accessory or private garage building is permitted, providing that no living quarters shall be maintained nor any business conducted in the recreational vehicle while so parked or stored. This shall not permit the parking of a recreational vehicle on a vacant lot.
C. 
Alteration of recreational vehicles. No person shall remove wheels except for temporary purposes of repair, and no person shall attach the recreational vehicle to the ground by means of posts, piers or a foundation or construct any addition thereto.

A. 
License and registration required. No person shall operate or use a bicycle, operated alone or in part by muscular power, upon any of the streets, alleys, public highways, paths, sidewalks or other public ways of the Village without first obtaining from the Village a license therefor and unless the bicycle is properly registered and tagged.
B. 
Application. Application for a license to operate a bicycle shall be made to the Chief of Police upon a form to be approved by the Police and Fire Committee. The application shall be accompanied by a fee as set by the Village Board to be paid to the Village treasury upon the granting of a license. Upon receipt of such application in the proper form the Chief of Police shall provide, at the expense of the Village, a tag which he shall cause to be attached to the frame of the bicycle. The removal of any such tag except by proper authority shall constitute a violation of this chapter.
C. 
Conditions of license. Every license issued hereunder shall be deemed to be granted subject to the following conditions:
(1) 
Persons may ride and operate a bicycle upon the paths and sidewalks of the Village.
(2) 
No person shall ride other than in a single line upon any highway, street, alley, sidewalk, path or other public way in the Village.
(3) 
Every person propelling or riding a bicycle upon a public roadway shall be subject to the provisions of all ordinances and state laws applicable to the operator of any such vehicle.
(4) 
Every bicycle operated upon the streets and public highways of the Village between a half hour after sunset and a half hour before sunrise shall be equipped with a lamp affixed on the front of such bicycle shining a white light visible from a distance of at least 500 feet to the front and a red light visible from a distance of 500 feet to the rear, except that a red reflector approved by the Department of Commerce may be used in lieu of a rear light.
(5) 
Every bicycle, when operated upon a highway, shall be equipped with a brake adequate to control the movement of the bicycle when necessary. Such brake shall be maintained in good working order at all times.
(6) 
Every bicycle operated upon a highway shall be equipped with a bell or horn in good working order, capable of emitting sound audible under normal conditions for a distance of not less than 100 feet. No bicycle shall be equipped with a siren or use any bell or noisemaking device except as a reasonable warning to other users of the highway.
(7) 
Every bicycle when operated upon a highway shall be kept as close as reasonably possible to the right-hand curb.
(8) 
No person riding a bicycle shall cling to or attach himself or his bicycle to any other moving vehicle.
(9) 
The operator of a bicycle shall not carry another person on the bicycle when operating such bicycle on any highway in the Village, nor shall two persons ride on any bicycle on such highway unless the bicycle is a tandem bicycle, nor shall the operator of any such bicycle tow or draw any person on roller skates, coaster, sled, toy bicycle or other similar vehicle on a public highway, except a trailer constructed and used for commercial purposes if the same has been previously approved by the Police and Fire Committee.
(10) 
No person operating a bicycle upon a public highway, path or sidewalk shall participate in any race, speed or endurance contests with any other vehicle except as may be authorized by the Village Board.
(11) 
No person operating a bicycle shall remove both hands from the handlebars or feet from the pedals or practice any acrobatic or fancy riding on any highway, street, sidewalk or public path.
(12) 
Every person operating a bicycle upon a public highway shall stop for all arterial highways and automatic traffic signals as required by law for other vehicles.
D. 
Suspension of registration. The Chief of Police may, subject to the supervision of the Police and Fire Committee, suspend the registration of and remove the license tag from any bicycle operated contrary to any state law or county or Village ordinance, such suspension and removal to continue for a period not to exceed 10 days. Such suspension and removal shall be in addition to other penalties provided in this chapter. Registration cards shall be shown to any police officer on demand or when any individual is ordered to appear for a violation of this section.
A. 
No person shall operate a motor- or power-driven cycle, including a minibike:
(1) 
On the property of another without consent of the owner and occupant.
(2) 
Between 9:00 p.m. and 8:00 a.m. off the public highway within 100 feet of a dwelling.
(3) 
On the shoulders or in the drainage ditches of public streets and highways.
(4) 
In excess of 25 miles per hour.
(5) 
With more than one passenger.
(6) 
Without protective headgear.
(7) 
Who is under 12 years of age.
(8) 
So as to race the engine or otherwise cause unnecessary or unusual noise which annoys, disturbs, injures or endangers the comfort, health, peace or safety of others.
(9) 
In a Village park, except where designated by the Park Commission.
B. 
The parent, parents or guardian having legal custody of an unemancipated minor child shall be liable for penalties and costs imposed for violation of this section, where such minor is unable to pay the same, including the jail sentence imposed for nonpayment thereof.
C. 
Any person who violates the provisions of this section shall be subject to the penalty provided in § 1-4 of this Municipal Code.
D. 
This section does not apply to the operation of motor vehicles on public highways, which operation shall in all respects be governed by state traffic regulations.
A. 
Chief of Police responsible. The Chief of Police shall procure, erect and maintain appropriate standard traffic signs, signals and markings conforming to the rules of the State Department of Transportation giving notice of the provisions of this chapter as required by state law. Signs shall be erected in such locations and in such manner as the Village Board determines will best effect the purposes of this chapter and give adequate warning to users of the streets and highways.
B. 
Removal of unofficial signs and signals. The Chief of Police shall have the authority granted by § 349.09, Wis. Stats., and shall order the removal of a sign, signal, marking or device placed, maintained or displayed in violation of this chapter or § 346.41, Wis. Stats. Any charge imposed on any premises for removal of an illegal sign, signal or device shall be reported to the Village Board at its next regular meeting for review and certification.
No person shall make unnecessary and annoying noise with a motor vehicle by squealing tires, excessive acceleration of the engine or by emitting unnecessary and loud muffler noises.

Except as otherwise specifically provided in this chapter, the statutory provisions in Chs. 340 to 348, Wis. Stats., describing and defining regulations with respect to vehicles and traffic, inclusive of any provisions therein relating to penalties to be imposed but exclusive of any regulations for which the statutory penalty is a fine or term of imprisonment, are adopted and by reference made a part of this chapter as if fully set forth herein. Any act required to be performed or prohibited by any statutes incorporated herein by reference is required or prohibited by this chapter. Any future amendments, revisions or modifications of the statutes incorporated herein are intended to be made part of this chapter in order to secure uniform statewide regulation of traffic on highways, streets and alleys of the state.

A court appearance is required for a violation of this section adopting § 346.63(1), Wis. Stats., and in conformity therewith.

B. 
No vehicle involved in trespass parking on a private parking lot or facility shall be removed without the permission of the vehicle owner, except upon the issuance of a repossession judgment or upon formal complaint and a citation for illegal parking issued by a traffic or police officer.

A. 
Administrative regulations adopted. The provisions of Chapter Trans 305, Standards for Vehicle Equipment, Wisconsin Administrative Code, exclusive of any provisions therein relating to the penalties to be imposed, are hereby incorporated by reference and made part of this chapter as if fully set forth herein.
B. 
Noncompliance prohibited. No person shall operate or allow to be operated on any highway, street or alley within the Village, a vehicle that is not in conformity with the requirements of Subsection A or the provisions of Ch. 347, Wis. Stats., incorporated by reference in § 212-7 of this chapter.
C. 
Vehicle to be removed from highway. Whenever a law enforcement officer determines that a vehicle is unsafe for operation, he or she may order it removed from the highway and not operated, except for purposes of removal and repair, until the vehicle has been repaired as directed in a repair order. Repair orders may be in the form prescribed by the Secretary of the Department of Transportation under § 110.075(5), Wis. Stats., and shall require the vehicle owner or operator to cause the repairs to be made and return evidence of compliance with the repair order to the Department of the issuing officer within the time specified in the order.
D. 
Penalty. Penalty for violation of any provision of this section. including the provisions of the Wisconsin Administrative Code incorporated herein by reference, shall be as provided in § 212-12, together with the costs of prosecution and applicable penalty assessment.

Any forfeiture for violation of the state statutes or administrative regulations incorporated by reference in §§ 212-7 and 212-7.1 of this chapter shall conform to the forfeiture permitted to be imposed for violation of such statutes as set forth in the Uniform Deposit and Misdemeanor Bail Schedule of the Wisconsin Judicial Conference, including any variations or increases for subsequent offenses, which schedule is adopted by reference.

Pursuant to § 349.21, Wis. Stats., operators of school buses within the Village of Maple Bluff shall use flashing red warning lights and stop arms when pupils or other authorized passengers are to be loaded or unloaded at a location at which there are no traffic signals and such persons must cross the street before being loaded or after being unloaded.

The speed limit shall be reduced to 15 miles per hour daily from 8:00 a.m. to 9:00 p.m. from May 15 through November 1 between the intersection of Farwell Drive and Lakewood Boulevard and the intersection of Lakewood Boulevard and Fisk Place.

Pursuant to the provisions of § 345.28(4), Wis. Stats., the Village of Maple Bluff elects to participate in the nonmoving traffic violation and registration program of the Wisconsin Department of Transportation and pay the costs established by the Department under § 85.13, Wis. Stats. Such costs shall, in turn, be assessed against persons charged with nonmoving traffic violations. The Village Attorney shall be responsible for complying with the requirements set forth in § 345.28(4), Wis. Stats.
