WHEREAS, the municipalities of Union City, North Bergen, Weehawken and West New York are in agreement that it is necessary to take action in order to provide prompt and efficient communications, equipment, facilities, personnel and such other requirements necessary for the proper establishment and administration of a joint or North Hudson Regional Communications Authority and dispatch facility and to expand the ability, the capability and the services now provided independently by each of said municipalities, pursuant to and by the authority of Chapter 208 of the Laws of 1973 entitled "Interlocal Services Act" (N.J.S.A. 40:8A-1 et seq.); and
WHEREAS, Union City, North Bergen, Weehawken and West New York further agree that the only way to adequately and competently meet the increasing need for prompt and efficient communications is to join forces and merge the talents and assets of said municipalities; and
WHEREAS, Union City, North Bergen, Weehawken and West New York further agree that it is necessary and expedient to offer identical mutual joint services through a common vehicle or agency fully dedicated to providing prompt and efficient communication within and among said municipalities; and
WHEREAS, Union City, North Bergen, Weehawken and West New York further agree that in order to operate an effective joint communications system it will be necessary to establish and maintain an independent and autonomous authority which will have and possess the necessary expertise, personnel, equipment and facilities to operate said communications system within and among said municipalities; and
WHEREAS, Union City, North Bergen, Weehawken and West New York further agree to establish as their agent the North Hudson Regional Communications Authority, hereinafter referred to as NHRCA, which will be governed and administered as set forth and delineated in the contract, a copy of which is annexed hereto and made part hereof;
Now therefore, be it ordained by the Board of Commissioners of the Town of West New York, County of Hudson, State of New Jersey, as follows:
The Mayor of the Town of West New York be and he is hereby authorized to consent and enter into a contract with the other local municipalities herein named to provide services jointly and for the establishment of a North Hudson Regional Communications Authority, as set forth and described in said contract.
