A. 
A plenary retail consumption licensee or club licensee or holder of a plenary retail distribution license shall only sell, serve, permit or suffer the sale, service or allow the consumption of beer and wine on or off the licensed premises only during the following hours: Monday through Saturday, 7:00 a.m. to 2:00 a.m.; Sunday, 12:00 noon to 2:00 a.m.; and on New Year's Eve from 7:00 a.m. through 3:00 a.m.
B. 
The holder of each plenary retail distribution license issued hereunder shall be entitled, subject to rules and regulations, to sell all alcoholic beverages excluding beer and wine for consumption on or off the premises only during the following hours, to wit: 9:00 a.m. to 10:00 p.m., Monday through Saturday, and 12:00 noon to 10:00 p.m. on Sunday. The above-mentioned hours of sale shall be in accordance with Eastern standard time or Eastern daylight saving time, whichever is in effect at the time.[1]

During the hours that sales of alcoholic beverages are prohibited, all premises licensed under a plenary retail consumption license shall also be closed and no persons shall be allowed thereon except the licensee and bona fide employees of the licensee; providing, however, that this closing provision shall not be applicable to bona fide restaurants.
A. 
All places presently or hereafter holding or issued a plenary retail consumption license or a club license permitting the sale, service, delivery or consumption of alcoholic beverages on licensed premises shall make, provide and furnish a window or opening of minimum size of 24 inches by 24 inches on the exterior or door of the premises, which window or opening shall permit a clear and unobstructed view from the sidewalk or street in front of the licensed premises into the interior of the licensed premises where alcoholic beverages are sold or served on the premises.
B. 
At all times, regardless of whether said licensed premises are opened or closed to the public, said window or opening referred to in Subsection A hereof shall be open, clear and unobstructed, and all shades, venetian blinds, screens and all other obstructions of vision within said window and opening must be removed, raised or otherwise so positioned as to permit a clear and unobstructed view from the sidewalk, street or public thoroughfare of the bar and other area and interior in which alcoholic beverages are sold or served in the licensed premises.
C. 
In the event that any licensed premises selling or serving alcoholic beverages shall for any reason schedule any activity which shall constitute an attraction or nuisance to underage persons or member of the public who might view same from the public thoroughfare, it shall be the responsibility of the owner to supervise and maintain the public thoroughfare in front of the premises to shield the public window or opening from viewing by said persons at all times when said activity is performed or in progress.
The hours hereinabove referred to shall be Eastern standard time except from 2:00 a.m. on the last Sunday in April until 2:00 a.m. on the last Sunday in October of each year, when they shall be Eastern daylight saving time, which time is one hour in advance of standard time.
