The Council shall hold regular meetings at a designated public place on the first and third Mondays of each month at 8:00 p.m., except when the same shall fall on a holiday, in which event such meeting shall be held on the succeeding night.
Special meetings may be called by the Mayor at any time on 24 hours' written notice to each Council member or upon the written consent of all the Council members.
The usual rules of order of deliberative assemblies shall govern all meetings.
In the absence of the Mayor, the Council shall choose its presiding officer.
An accurate record shall be made of all the proceedings transacted at each Council meeting, which shall be transcribed in a suitable record book, and the City Clerk shall certify that each entry is a true and accurate record of all the proceedings transacted at such meeting.
