An officer, when vested with command, is responsible
for the discipline of those under his orders and for the good condition of
everything entrusted to his charge or care. It is his duty to see that the
laws, rules and regulations and orders are strictly enforced and that subordinates
under his command are properly instructed in their duties and their performance
thereof. He shall be an example of good conduct.
