Pursuant to Section
1-3-4 of the Barrington Town Charter entitled "Disposition or Change in Use of Personal Estate," the Barrington Town Council authorizes the sale of certain surplus equipment owned by the Town of Barrington by the Town Manager as follows.
The various Town department heads have furnished
the Town Manager with a list of equipment which is no longer utilized
by the various departments. A copy of this list is ordered annexed
to this chapter and made a part hereof. Effective immediately with the passage of this chapter,
the Town Council declares such items to be surplus equipment.
Pursuant to the Town Charter, and specifically Section 1-3-4 thereof, and §§
49-4 and
49-5 of this chapter, and effective immediately with the passage of this chapter, the Town Council hereby authorizes the Town Manager to dispose of the surplus equipment as itemized on the attached list.
In addition to the authority granted to the
Town Manager pursuant to this chapter and the Town Charter with regard
to the disposition of such surplus equipment, the Town Manager shall
obtain bids/offers of purchase with respect to the sales price for
the surplus equipment. The Town Council grants the Town Manager the
authority to use whatever source or sources the Town Manager shall
deem proper and most beneficial for the Town of Barrington in obtaining
said bids/offers of purchase in order to obtain a maximum return for
the Town.

Prior to the final disposition and sale of surplus
equipment with a fair market value of more than $5,000, the Town Manager
shall present to the Town Council the bids/offers of purchase obtained
by the Town Manager for said surplus items. The Town Council shall
review the bids/offers of purchase containing the sales price for
each surplus item and shall make the final determination on the bids/offers
of purchase. The Town Manager is authorized to sell the surplus items
based upon the determination of the Town Council.
