Whenever any check is presented for payment by the City to any bank and is returned unpaid for any reason, a charge in the amount established in the City Schedule of Fees and Penalties[1] shall be assessed against the person giving the check. Said charge shall be collected pursuant to § 27 of the Charter of Rehoboth Beach or in such other manner as the City Manager deems appropriate under the circumstances.
